STATEMENT OF REQUIREMENTS
Forklift for the NFRL
A. Background
The National Fire Research Lab (NFRL), located on the NIST campus in Gaithersburg, Maryland, is a unique experimental facility dedicated to understanding fire behavior and structural response to fire. Scientists and engineers from industry, academia, and government agencies can collaborate with NIST researchers to address critical technical problems that promote U.S. innovation and industrial competitiveness by advancing measurement science, standards, and technology for engineered systems in ways to enhance economic security and improve quality of life.
The NFRL laboratory provides 3000 m2 (32,300 ft2) of experimental space built around four exhaust hoods (1 MW, 3 MW, 10 MW, and 20 MW) connected to an Emissions Control System to treat smoke and combustion products. NFRL research areas include:
1. Advancement of real-scale structural-fire measurements,
2. Generation of technical data to improve fire & building codes,
3. Validation of physics-based models, and
4. Post-fire investigations.
B. Purpose/Objectives
The purpose of this requirement is to obtain a new forklift. The NFRL seeks to obtain a forklift to replace an existing 33-year-old forklift that is outdated and past its service life.
The new forklift shall fulfill all minimum requirements stated below.
C. Requirements
The Contractor shall provide one forklift that meets all technical specifications identified below. The forklift must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered.
Minimum Specifications: The forklift must consist of the following requirements:
• Solid pneumatic tires,
• 5,000 lb capacity
• Runs on LPG,
• Has a side shifter,
• Has a fork positioner/spreader,
• Air ride seat,
• Has an overhead guard height less than 88 inches,
• Has a maximum allowable overall weight less than 10,000 pounds,
• The mast shall:
o Extend up at least 15 feet, o Has a maximum overall lower height less than 88 inches, o Contain 48” forks.
• A one-year manufacturer’s warranty.
D. Delivery
Delivery shall be F.O.B Destination and shall occur within 60 days After Receipt of an Order (ARO).
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.
Delivery shall be made to the NIST Shipping and Receiving address identified below during the hours of 7:30am – 4:00pm. The delivery will then be directed to the equipment’s final destination, also identified below.
NIST Shipping & Receiving 100 Bureau Drive Building 301 Gaithersburg, MD 20899-0001
NIST Final Equipment Destination:
The National Institute of Standards and Technology 100 Bureau Drive, Building 205, Rear Loading Dock Gaithersburg, MD 20899-1640
E. Inspection/Acceptance
In addition to the inspection and acceptance terms articulated in FAR clause 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated.
The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense. The Government will test, inspect, and accept or reject the equipment within five (5) business days of receipt of the equipment unless otherwise indicated above.
