STATEMENT OF REQUIREMENTS
Title: Terrestrial LiDAR Scanning System Requesting Lab: Infrastructure Materials Group (IMG), Materials and Structural Systems Division (MSSD), Engineering Laboratory (EL)
I. BACKGROUND INFORMATION
The Infrastructure Materials Group (IMG) of the Materials and Structural Systems Division (MSSD) in the Engineering Laboratory (EL) of the National Institute of Standards and Technology (NIST) studies the durability and service life of materials, components, and systems composing US buildings, road- and waterways, and pipelines for resilient infrastructure. IMG is currently investigating residential buildings experiencing deterioration due to the presence of reactive sulfide minerals in the concrete. More broadly, MSSD assesses and evaluates structures and buildings, and MSSD develops methods and techniques for this purpose. Structural assessments determine infrastructure condition, the safety of occupation or use, and necessary repairs. These assessments are essential for aging infrastructure and infrastructure damaged by natural hazards. LiDAR or Light Detection and Ranging is a technique to measure distances of objects in three-dimensional (3D) space and creates 3D point clouds of the imaged areas. LiDAR is commonly used in architecture, construction, and engineering to image structures with high fidelity. MSSD anticipates using the LiDAR system to quickly and fully capture dimensions, potential distortions, and/or other damage of structures. These 3D point clouds would supplement and ultimately be used in state-of-the-art computer modeling of structures. MSSD has previously used LiDAR systems from the Natural Hazards Engineering Research Infrastructure (NHERI) in the structural evaluations of buildings in several projects.
MSSD requires a LiDAR Scanning System to reach project milestones in an ongoing field study concerning the structural evaluation of pyrrhotite-affected foundations under the “Engineered Materials for Resilient Infrastructure” program. Structural assessments are largely visual, and with limited time and personnel on the site of interest, such assessments can be limited. Modern LiDAR equipment can capture a wealth of information about the structure in minutes. The captured high-fidelity 3D model of the deteriorated structures can be shared with a larger team and evaluated more thoroughly and objectively than in the field. These models and analyses greatly supplement the in-field evaluation, and they are required to complete structural evaluations. The extracted field samples and their associated properties (e.g., mechanical properties, chemical information) will be mapped and positioned in the LiDAR-obtained 3D model, combining the information to develop a multiscale approach to structural evaluation and a macroscale representation of pyrrhotite-driven deterioration. Thus, MSSD will be able to advance structural evaluation techniques with a LiDAR Scanning System, which will allow for quicker and more flexible equipment deployment.
Purpose/Objective:
The purpose of this acquisition is to procure a LiDAR scanning system, including the hardware to take the scans and software to construct the point cloud from the scan data. The system will provide MSSD with the ability to acquire 3D models of sites in various deployments.
II. SCOPE
The Contractor shall deliver a quantity of one LiDAR scanning system, inclusive of the hardware for scanning and software for point cloud construction/registration from the scan data. The delivery shall be inclusive of FOB Destination delivery, warranty and training.
III. MINIMUM REQUIREMENTS
The Contractor shall provide a Terrestrial-based LiDAR Scanning system that meets all technical specifications identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components that are not authorized for sale in the U.S. by the Contractor are not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
LINE ITEM 0001: Terrestrial LiDAR Scanning System (including Hardware & Software) Description: The Contractor shall provide a LiDAR scanning system, inclusive of the hardware to perform the scan and the software to convert the scan data to a 3D point cloud in common file formats (e.g., .e57, .LAS, .LAZ, .PCD).
Quantity: One (1) A. Technical Specifications of the Terrestrial LiDAR Scanning System Hardware
a. The scanner is eye-safe, preferred regulated as a Class 1 laser device
b. A range of at least 100 m
c. A scan time of 5 minutes or less with a point distance of 3 mm at 9 m
d. Terrestrial-based scanner capable of battery powered rotation and obtaining a field of View of 300° vertical and 360° horizontal when mounted on a tri-pod.
e. Capable of capturing panoramic color photography
f. Rechargeable battery-powered
i. Batteries provided
ii. Charging station or dock for batteries provided
g. A tripod that the scanner can mount to
h. A carrying backpack or case for protecting the scanner
i. An angular accuracy of 20 arcsec or less (note that accuracies refer to deviations)
j. 3D accuracy of 2 mm or less at 10 m (note that accuracies refer to deviations)
k. 3D accuracy of 3.5 mm or less at 25 m
l. Ranging error of ± 1 mm or less
m. Operating temperature range from 5°C to 40°C
n. Auto-leveling capability
o. Scans have a digital hash function
B. Technical Specifications of the LiDAR Scanning System Software
a. Convert the data acquired by the scanner to 3D point cloud data in a typical file format (e.g., .e57, .LAS, .LAZ, .PCD)
b. Compatible with current Windows Operating Systems
Section 508 Compliance: This requirement is applicable to 508 Compliance.
IV. DELIVERY TERMS
Delivery shall be F.O.B Destination and shall occur in accordance with the manufacturer’s or vendor’s standard commercial lead time not to exceed 10 weeks after receipt of an order.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.
Delivery shall be made to the NIST Shipping and Receiving address identified below. The delivery will then be directed to the equipment’s final destination, also identified below.

V. TRAINING
The contractor shall conduct a training session for at least two and up to five NIST users. The training shall provide a thorough demonstration of all system/solution functions, maintenance, data administration, and basic troubleshooting. The training may be completed virtually online (web-based) or onsite at NIST on Monday through Friday during the operating hours of 8 AM to 5 PM (Eastern time). The training must be completed no later than 60 days after delivery, provided training is mutually agreed upon between the contractor and the NIST Contracting Officer’s Representative (COR).
VI. INSPECTION & ACCEPTANCE
In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted at NIST. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

Additionally, a visual inspection of the equipment will be performed by the NIST TPOC to identify surface defects or any form of indication that any equipment was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the equipment due to defects and/or nonconformance. The vendor is responsible for latent defects discovered any time after final inspection. However, the extent of its liability shall be prorated over the useful life of the equipment.
Delivery shall occur no later than 12 weeks after award date. Training shall occur no later than 60 days after delivery. Inspection will be completed within one week after all aspects of delivery and training are complete.
VII. RISK ASSESSMENT
The contractor will not need access to a system that processes non-public or sensitive DOC. All work to be performed under this contract is considered to be Non IT - Low Risk.
VIII. WARRANTY
The contractor shall provide a commercial warranty for the entire system in accordance with the manufacturer’s or vendor’s commercial warranty practice. The warranty, at 2-years minimum, shall include parts, labor, and travel. The warranty shall be in accordance with terms in FAR 52.212-4.
IX. MISCELLANEOUS INFORMATION
Note: The contactor may or may not need access to campus depending on how the training is performed, whether virtual or onsite at the NIST campus.
Safety: The Contractor employee must be responsible for knowing and complying with all installation safety prevention regulations. Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.
Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and is shown to the armed Security Police when entering the campus.
Regular Business Hours. Regular business hours are Monday through Friday, 8:00 am to 5:00 pm Eastern Time, excluding Federal holidays and NIST closures.
Identification Badges: Contractor employees must comply with NIST identification and access requirements. Each Contractor employee must wear a visible identification badge provided by the NIST Security Office.
Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID, proof of insurance and current registration must be presented to the NIST Security Office, at which time a NIST vehicle pass will be issued.
The pass must be displayed on the vehicle in accordance with NIST Security Office instructions.
