Statement of Requirements IRA C. Eaker Center for Leadership Development Commanders’ Professional Development School (CPDS) 525 Chennault Cir, Bldg 1404, Maxwell AFB, AL 36112

FY24 SIPR Services & Equipment Contract

1.0 PURPOSE: Upgrade Bldg 1404 Room 201 to allow for conferencing via a secure and non-secure IP network connection with the new updates to the AV equipment. New equipment must be compatible with the existing equipment.

2.0 DESCRIPTION OF ITEMS: The following items are required for performance under this contract:

2.1 EQUIPMENT: If a newer version of the equipment listed below is available, it can be substituted as long as it is compatible with the existing equipment.

2.1.1 Vaddio, 999-99600-100 999-99600-100

2.1.2 Sound Control Technologies, RTK-PRO table extension kits provide a reliable “transparent” link between the table devices and Cisco codec.

2.1.3 Cisco CS-MIC-TABLE-J, Cisco Table Microphone with 4-pin mini jack connector,7.5 meters cable

2.1.4 Cisco CAB-MIC-EXT-J Table Microphone extension cable for the 4-pin mini jack cables, 9 meters

2.2 SERVICES:

2.2.1 Dock to dock shipping and handling

2.2.2 Maintenance /Warranty Coverage to Include: Unlimited help desk support via 1-800 phone number or support email to troubleshoot and remedy issues with the system. Technician will be dispatched for onsite service once system has been evaluated by help desk.

2.2.3 Installation/Integration Services

2.2.4 Senior Installation/Integration Engineer

2.2.5 System Programming/Commissioning Services

2.2.6 Engineering Services and Documentation Package

2.2.7 Project Management Services

3.0 INSTALLATION REQUIREMENTS:

3.1 Project schedule as agreed upon and the client will establish the milestones, dates, and period of performance.

3.2 All work will be performed during regular business hours (Monday-Friday, 8AM – 5PM).

3.3 All workspaces will be continuously available as scheduled.

3.4 All workspaces will be unobstructed, clean, and dust free by the dates shown on the schedule.

3.5 All necessary technical infrastructure will be available, in place, and functional as defined in the project schedule. (This includes WAN, LAN, cable or satellite, ISDN, POTS lines/digital phones lines, etc.)

3.6 All necessary client provided infrastructure will be provisioned, available, and functional as defined in the project schedule. (This includes the appropriate IP, server, DNS, gateway, and SPID information for any WAN, LAN, or ISDN connection hat is part of the system.)

3.7 All owner furnished equipment and cabling will be available, in place, and functional as defined in the project schedule.

3.8 All electrical services will be available, in place, and functional as defined in the project schedule. (This includes, but is not limited to, AC power, J boxes, conduit/cable pathways, cable trays, grounding wires or rods, floor boxes or pockets, etc.)

3.9 All necessary ceiling trim work, drywall, woodwork, millwork painting, etc., will be in place as defined in the project schedule.

3.10 All user furnished sources will be available during system commissioning and training. (This includes laptops, computers, satellite/cable feeds, etc.)

3.11 Building access through front doors, loading docks, elevators, etc. as required for large equipment and installation load in will be provided.

3.12 All necessary test equipment will be allowed on site with no restrictions.

3.13 Appropriate client representatives will be available during the project and any scheduled training sessions.

4.0 CONTRACTOR RESPONSIBILITIES

4.1 Inspection and site survey (on premise).

4.2 Weekly project status reports.

4.3 Communicate proposed changes in writing as soon as they arise and follow prescribed change management process expeditiously.

4.4 System delivery, installation, and testing as defined by functional scope.

4.5 Training provided after completion of system installation.

4.6 Clean up work area at end of each day.

5.0 STANDARD WARRANTY: The contractor shall provide any Original Equipment Manufacturer (OEM) standard commercial warranty applicable to the products being purchased at no additional cost to the Government.

5.1 Prior to project acceptance, the contractor shall provide the customer with all manufacturer warranties as needed for any component incorporated into this project such as equipment manuals, literature, CDs and DVDs and other documentation on all equipment and software.

5.2 Prior to project acceptance, the contractor shall provide written procedures, points of contact within company, and required information for all warranty services prior to project acceptance. This information shall include written confirmation of the warranty period, phone numbers and contact information/procedures for technical support, troubleshooting assistance, and replacement of faulty equipment and software.

6.0 SECURITY REQUIREMENTS FOR UNCLASSIFIED SERVICES ONLY - No CAC REQUIRED

6.1 Contractor Notification Responsibilities: The contractor shall notify the contracting officer within 30 days before on-base performance of the service. The notification shall include:

a. Name, address, and telephone number of contractor employees working on the contract.

b. The contract number and contracting agency.

c. The location(s) of service performance and future performance, if known.

d. The date service performance begins.

e. Any change to information previously provided under this paragraph.

6.2 Installation Access Requirements: As prescribed by the DAFFARS 5352.242-9000, Contractor access to Air Force installations, AFI 31-218, Motor Vehicle Traffic Supervision, and DoDM5200.08v3_AFMAN31-101v3, Installation Perimeter Access Control.

6.2.1The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Department of the Air Force installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation.

6.2.2 The contractor shall submit a written request on company letterhead to the Contracting Officer (CO) listing the following: contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base. The letter will also specify the individual(s) authorized to sign for a request for base identification credentials or vehicle passes. The contracting officer will endorse the request and forward it to the issuing base pass and registration office or Security Forces for processing. When reporting to the registration office, the authorized contractor individual(s) should provide a valid driver’s license, current vehicle registration, and valid vehicle insurance certificate to obtain a vehicle pass.

6.2.3During performance of the service, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials for any employee who no longer requires access to the work site.

6.2.4 Upon completion or termination of the contract or expiration of the identification passes, the prime contractor shall ensure that all base identification passes issued to employees and subcontractor employees are returned to the issuing office.

6.2.5 Failure to comply with these requirements may result in withholding of final payment.

6.2.6 Vehicle Inspections. All commercial vehicles will be directed to Gate 3 (Kelly St) or Gate 4 (Congressman Dickenson for Gunter) for processing through the Commercial Vehicle Inspection (CVI) Area, when operational. During non-duty hours and holidays, commercial vehicle inspections will be conducted at Gate 1 (Maxwell Blvd) or Gate 4 (Congressman Dickinson Drive) only. Inspection members will conduct thorough inspections of the interior and exterior of the vehicle for items prohibited from the installation such as explosive devices, weapons and ammunition, drugs, and open or closed alcohol containers.

6.3 Controlled/Restricted Areas: If work under this contract requires unescorted entry to controlled or restricted areas, the contractor shall comply with DAFI 31-101, Integrated Defense, and DoDM5200.02_DAFMAN 16-1405, Air Force Personnel Security Program.

6.4 Reporting Requirements: The contractor shall comply with AFI 71-101, Volume-1, Criminal Investigations, and Volume-2, Protective Service Matters, requirements. Contractor personnel shall report to 42d Air Base Wing Information Protection Office, any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment and as required thereafter.

6.5 Traffic Laws: The contractor and their employees shall comply with base traffic regulations set forth in AFI 31-218, Motor Vehicle Traffic Supervision and DoDM5200.08v3_AFMAN31-101v3, Installation Perimeter Access Control. Personnel in violation may be issued a Central Violations Bureau Form 1805 traffic ticket.

6.6 Random Installation Entry/Exit Checks: Entry/exit vehicle checks are conducted by order of the 42 ABW Commander. These checks are conducted for the purpose of safeguarding the base and protecting government property by discovering and seizing stolen property, classified information, and contraband. Refusal to submit to an installation (entry/exit) vehicle check may result in the loss of base driving privileges, revocation of base registration, or debarment action.

6.7 Cellular Phone Operation Policy: The use of cellular phones while operating a motorized vehicle is prohibited on Maxwell-Gunter. Although discouraged, drivers are authorized to use devices, i.e. ear bud or ear boom, which allows their cellular phone to be operated hands-free. The device must not cover both ears. This policy applies to everyone driving on Maxwell AFB and Gunter Annex. Personnel in violation may be issued a Central Violations Bureau Form 1805 traffic ticket.

6.8 Wireless Electronic Devices: The contractor will not establish their own Information Technology (IT) systems or networks (Local Area Networks [LAN], Wide Area Network [WAN], Cellular phone/USB Modem as WAN, Wi-Fi as WAN, etc.), or camera system without the direct permission of the Program Manager and governing communications and responsible information systems office (42 CS).

6.9 Firearms and Ammunition: Transporting weapons or ammunition, concealed or otherwise, IS NOT permitted by any non-law enforcement personnel on Maxwell AFB/Gunter Annex at any time regardless of state issued concealed weapons/LEOSA permits. Violations may result in criminal prosecution under the applicable federal laws.

6.10 Illegal Weapons: The below weapons are considered illegal, unless specifically authorized by competent authority and are prohibited on Maxwell AFB/Gunter Annex. Violations may result in criminal prosecution under the applicable federal laws.

a. Switchblade knives or knives with any type of automatic blade release.

b. An incendiary/explosive weapon (e.g., grenades, flash bangs).

c. Fireworks

d. Homemade mortars, aka "tennis ball launchers" or similar devices.

7.0 NOTE:

The Commander School Host over 1400 commanders yearly, the secure requirement is essential to complete the school Mission and to support the CSAF requirement of teaching the Commanders prior to taking Command of a Wing/Group. The school host many DV's that visit and require SIPRNet access to maintain operations while visiting the Commanders School. With the growing need to stay vigilant and provide pertinent information to future Commanders' it is essential to the school academic growth to be able to host the Commanders at the Eaker Center Commanders' School. The school academic need for the ability to meet the demands of academic to go classified is essential to the school’s mission to give the Commanders' the most current information to succeed to their new jobs. The ability to provide secure VTC in the Kaysing Auditorium is mandatory to meet the growing need of our future Commanders'. With the high flow of DV's visiting/mentoring our future Commanders' it is pertinent to provide the ability for the DV's visiting/mentoring the proper access to classified and needed to continue with their work mission and requirement when visiting the Commanders' School. The Wing Commanders' Seminar and Group Commanders' Seminar are CSAF-mandated Pre-Command training requirements for Joint-Base, Air Force active duty, Air National Guard, and Air Force Reserved Wing Commanders, Vice Wing Commanders and Group Commanders in the CSAF Message dated Jan 71 and the Corona '95 South Decision.
