STATEMENT OF REQUIREMENTS
Procurement of a High Temperature Effusion Cell
I. SPECIFICATIONS
The Contractor shall provide one (1) high temperature effusion cell that meets or exceeds the following requirements:
System Requirements:
· The high temperature effusion cell shall be capable of routine/repetitive use at 1600 °C in high vacuum (approx. 1x10-5 Pa or 1x10-7 torr, or less).
· The high temperature effusion cell shall be capable of horizontal mounting and use.
· The high temperature effusion cell shall have a Type C thermocouple.
· The high temperature effusion cell shall have a nominally 10 cc Tantalum (Ta) crucible with dimensions of: at least 50 mm (2”) deep and inner diameter of at least 8 mm (0.3”).
· The high temperature effusion cell shall have a Ta boat to fit inside the Ta crucible;
the boat shall contain end-user supplied metal pieces/granules that melt at about 1150 °C.
· The high temperature effusion cell shall have Conflat mounting flange 4-1/2” OD.
· The high temperature effusion cell shall have an integrated water cooling shroud/jacket.
· The high temperature effusion cell shall have an in-vacuum length (IVL): vacuum side flange face -to- end of cell = 15.0”.
· The high temperature effusion cell shall have an integrated manually operated shutter; shutter should add no more than about 12 mm (0.5”) to the overall IVL.
· The high temperature effusion cell heating element(s) shall be operable via an end-user supplied 80V/30A DC power supply.
· The high temperature effusion cell shall come with an operations and maintenance manual, provided as hardcopy, CD or electronically (e.g., pdf format).
WARRANTY:
The Contractor shall provide, at a minimum, a one-year warranty for the equipment. The warranty shall cover all parts, labor, and travel. Warranty shall commence upon final acceptance of all requirements.
DELIVERY
Delivery will be FOB Destination and shall occur within 60 calendar days of award. Delivery shall be to the NIST campus 100 Bureau Drive, Gaithersburg, MD. Delivery will occur during normal business hours defined as Monday through Friday, 8:30am to 5:00 pm, except for Federal Holidays.
II. DELIVERABLES
Description
Quantity
Due Date

III. ACCEPTANCE CRITERIA
Acceptance will occur upon delivery of the high temperature effusion cell. To ensure all system requirements are met the NIST TPOC (Technical Point of Contact) will: 1) perform a visual inspection, verify dimensional measurements and 2) perform measurements of temperature, voltage, and current for in-process, on-instrument use.
