STATEMENT OF REQUIREMENTS

Oxygen Consumption Monitor

I. BACKGROUND

The Material Measurement Laboratory’s Biosystems and Biomaterials Division within the National Institute of Standards and Technology (NIST) develops and provides methods, reference materials, and reference data for characterizing biological systems. To fulfill this mission, robust characterization of cell culture samples is required. Within the Biomaterials Group, the acquisition of an instrument to continuously monitor oxygen consumption is needed to monitor cell culture health during bioprocesses. Oxygen consumption analysis is critical for characterizing cell health.

II. SPECIFICATIONS

The Contractor shall provide an oxygen consumption monitoring system that meets the following specifications:

· Must be capable of continuous, real-time monitoring of oxygen consumption rate (OCR) over several days (at least 72 h);

· Data shall be available for visualization during this course;

· Must be capable of monitoring oxygen consumption within a cell culture incubator;

· Must be able to scan for oxygen gradients within a cell sample;

· Must be compatible for use with standard multi-well plates;

· Must non-invasively monitor oxygen consumption;

· Must be able to support experiment execution under sterile conditions;

· Must be capable of evaluating at least 28 samples at a time;

· Must provide disposable sensors for OCR measurements;

III. SOFTWARE

The oxygen consumption monitoring system must provide data analysis software with

· Web-based access to data in real time;

· Capability to monitor experiments & visualize data remotely;

· Capability to export data in CSV format.

IV. DELIVERY

Delivery shall be FOB Destination and shall occur within 30 calendar days of award. The instrument shall be delivered to the NIST campus: 100 Bureau Drive, Gaithersburg, MD, 20899, USA.

V. TRAINING

The Contractor shall provide a one-time training at the NIST Gaithersburg, MD campus or remotely for up to two (2) NIST personnel within 30 days of delivery. Training shall include instructions on how to set up the plates and sensors, clean and maintain the instrumentation, troubleshoot any problems, analyze, and manage the data.

VI. WARRANTY

The Contractor shall provide, at minimum, a one (1) year warranty to include all parts, materials, labor, and travel for the instrument to keep the system operating to manufacturer's specifications. The contractor shall provide one (1) preventative maintenance (PM) service visit 30 days in advance in coordination with NIST TPOC to ensure that the instrument is functioning properly. The warranty period shall commence upon NIST's acceptance.
