I. BACKGROUND
The National Institute of Standards and Technology (NIST), Material Measurement Laboratory (MML), Biomolecular Measurement Division (BMD) is responsible for the development of chemical databases to accomplish NIST’s mission to carry out collection, compilation, critical evaluation, publication and sale of standard reference data in accordance with Public Law 90-396. 90th Congress, H.R. 6279, July 11, 1968.
II. SCOPE
The contractor shall provide a Nano LC instrument and two Nano ion sources meeting the specifications below. The Nano LC instrument must offer real-time bidirectional control using Chromeleon® chromatography software or single point control through XCalibur with USB connection.
III. SYSTEM REQUIREMENTS
The Contractor shall provide one Nano LC instrument, one Nano ion source compatible with a Thermo Fisher Orbitrap Elite mass spectrometer, and one Nano ion source compatible with a Thermo Fisher Orbitrap Fusion LUMOS mass spectrometer. The salient characteristics are as follows:
A. NANO LC
· The pump must be able to generate a binary gradient from 20 nL/min to 50 µL/min.
· The pump must be capable of generating splitless continuous flow.
· The system must operate without an external compressed gas supply.
· The pump must be able to be operated from 2-800 bar across the entire flow range.
· Proportioning Precision of pump: < 0.1 SD
· Must possess an integrated loading pump with ternary gradient capability, biocompatible flow path, and a flow range of 10 µL/min to 2.5 mL/min.
· Must possess an integrated temperature-controlled column compartment that can operate from 10 ˚C – 75 ˚C.
· Must include an autosampler with an injection volume range from 10 nL to 125 µL.
· The autosampler must utilize a pulled loop injection mechanism with a needle designed for sealed sample vials.
· The autosampler must possess a programmable needle wash and zero sample loss injection.
· Injection Precision: < 0.4% RSD for 1 μL full loop injection
· The autosampler must be able to accommodate a total of 120 standard autosampler vials and provide sample cooling at least 22 ˚C below room temperature.
B. Computer System and Software
The Nano LC instrument must be compatible with and be controlled by the computer currently in use with the Thermo Fisher Orbitrap Fusion LUMOS mass spectrometer. The computer is a Windows 7 machine and is running Thermo Fisher Foundation 3.0 SP2.
C. NANO ION SOURCES (Qty: 2)
· One Nano ion source, model number ES071 or equivalent, must be compatible with the Thermo Fisher Orbitrap Elite MS.
· One Nano ion source, model number ES072 or equivalent, must be compatible with the Thermo Fisher Orbitrap Fusion LUMOS MS.
· Must possess spray stability and be interfaced with Nano LC instrument.
· Must possess a X-Y-Z manipulator and sliding rails to allow quick retraction of the emitter.
· Must provide a complete monitoring system with integrated light source and camera to visualize the emitter tip and spray.
IV. DELIVERY
The instrument and ion sources shall be F.O.B DESTINATION and shall occur within 30 days. However, due to current access restrictions, delivery shall not take place until the Contractor coordinates with the Technical Point of Contact (TPOC) and Contracting Officer (CO). Prior to shipment, the Contractor must ensure NISTs campus is open and accepting deliveries. If the restrictions of access to the campus impacts delivery schedules, a modification may be executed by the CO to establish an extended delivery timeframe.
V. INSTALLATION
The Contractor shall install the Nano LC instrument at NIST Gaithersburg, MD. Installation shall include, at a minimum, uncrating/unpacking of all equipment, set-up and hook-up of the instrument, start-up, demonstration of specifications, and removal of all trash. The Contractor shall demonstrate that the instrument is running in accordance with the System Requirements. The contractor shall provide samples for on-site demonstration of the performance of the Nano LC instrument for the specifications listed. Installation shall take place between 8:30 am and 5:00 pm Eastern Time, Monday through Friday, shall be coordinated with NISTs TPOC, and shall be completed within 15 days if delivery.
VI. WARRANTY
The contractor shall warrant the Nano LC instrument for a period of one year, to commence after delivery, installation, and acceptance of the instrument by the government. The warranty shall include unlimited emergency repair visits in the event of instrument failure during normal duty hours. The contractor shall cover expenses required for repairs, including parts, labor, travel, and per diem.
VII. PREVENTATIVE MAINTENANCE (OPTIONS)
The Contractor shall provide four (4) one-year options for preventative maintenance services at NIST Gaithersburg, MD after expiration of warranty.
1. Service shall include one preventative maintenance visit per year to ensure the instrument is performing to the manufacturer’s original specifications.
2. Maintenance shall include all parts, labor, travel, remote support that provides troubleshooting for identifying the source of technical problems with the instrument.
3. The Contractor shall provide unlimited emergency repair visits within a week after initial call.
4. The Contractor shall provide consumables and supplies required for repair, including normal wear and tear items such as liners, seals, lamps, and tubing when needed.
5. The contractor shall respond to an unlimited number of service request calls during normal business hours in the event of instrument failure.
6. The contractor shall repair/replace all parts required for the operation of the instrument.
1. The contractor shall provide preventative maintenance and emergency repair by factory-trained technicians using parts, supplies, and consumables authorized for use by the manufacturer.

X. GENERAL INFORMATION
Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and also is shown to the armed Security Police when entering the campus. The Government will submit the name of a contractor employee to the NIST Office of Security in order for a contractor employee to enter the NIST campus to perform on-site preventive maintenance or repairs of the instrument.
Identification Badges: Contractor employees shall comply with NIST identification and access requirements. The Contractor employee is responsible for absences due to expired identification and access documents. Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office. The badge must show the full name, title, and if required by NIST, the words “Contractor” in front. The Contractor employee shall turn in the NIST identification badge and vehicle pass to the TPOC or Contracting Officer (CO) upon termination of their services under this contract.
Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID, proof of insurance and current registration must be presented to the NIST Security Office, at which time a NIST vehicle pass will be issued. The pass shall be displayed on the vehicle’s rear-view mirror in accordance with instructions. The Contractor employee shall follow NIST procedures for removal and turn-in of the vehicle pass upon termination of services under this contract.
