STATEMENT OF REQUIREMENTS

TITLE: Procurement of a High-Temperature, High-Pressure Calvet Pro Calorimeter

I. BACKGROUND INFORMATION

The Applied Chemicals and Materials Division has a need to expand its existing calorimetric capabilities in support of current and planned thermophysical property research. Our existing differential scanning calorimeter (DSC) is limited to measurements over a temperature range of -90 C to 550 C and atmospheric pressure. Planned work on the properties of molten metals requires the capability for measurements at higher temperatures than are currently possible.

Additionally, measurements at elevated pressures would allow us to expand current fuels research to include the determination of heat capacity as a function of pressure, as well as additional properties such as vapor pressure and critical point.

II. SPECIFICATIONS

The Contractor shall provide one (1) Calvet Pro calorimeter system and relevant software that meets (or exceeds) all of the following minimum technical requirements:

System

• The Calvet Pro calorimeter system (“the system”) shall allow for the measurement of both temperatures and enthalpies of phase change and reaction, as well as heat capacities of liquids and solids.

• The system shall have a temperature accuracy of at least 0.05 C and an enthalpy accuracy of at least 0.5 %.

• The system shall have a temperature range of -100 C to 800 C and include any accessories required to meet this range (e.g., cooling unit, trolley, stand, etc.).

• The system shall be capable of controlled pressure measurements up to at least 30 MPa and uncontrolled pressure resistance up to at least 50 MPa.

• The system shall include accessories required to monitor and record pressure during controlled pressure measurements (e.g., compatible pressure transducer for signal acquisition).

• The system shall be capable of both isothermal and temperature scanning measurements with scanning rates ranging from 0.01 C/min to 10 C/min.

• The system shall allow for both inert and reactive sample atmospheres.

• The system shall offer flexible sample containment options to cover a range of temperature, pressure, and sample compatibility requirements.

• The system shall include an initial supply of high-pressure sample containment consumables and all the tools and accessories required for their use (e.g., high-pressure incoloy crucibles with lids and closing tool, high-pressure bi-tube cells with introducer and tool kit, etc.).

Software

• The system shall include software that enables instrument control and data acquisition of all relevant signals (i.e., heat flow, time, temperature, etc.), as well as data processing, including determination of heat capacity.

• The software shall allow for the export of measurement data in a text format compatible with external data processing software programs (e.g., Igor Pro and Excel).

Installation:

The Contractor shall install the instrument in Building 24, Room 2012, at NIST Boulder, CO.

Installation shall include, at a minimum, uncrating/unpacking of all equipment, set-up and hook-up of all equipment, start-up, demonstration of specifications, and removal of all trash.

Instrument shall operate to manufacturer’s specifications upon installation. Installation shall take place during normal business hours, between 8:30 am and 5:00 pm Mountain Time, Monday through Friday, except Federal Holidays, and shall be coordinated with the NIST Technical Point of Contact (TPOC). Installation shall occur within 10 calendar days after receipt of instrument.

Training:

The Contractor shall include training at NIST, for up to 2 NIST personnel, covering normal operation, troubleshooting, and routine maintenance. Training shall be provided during normal business hours, between 8:30am and 5:00pm Mountain Time, Monday through Friday, except

Federal Holidays, and shall be coordinated with the NIST Technical Point of Contact (TPOC) to ensure maximum availability of NIST personnel. Training shall occur within 10 calendar days of installation. The training may be completed on-site at NIST immediately after installation and demonstration of specifications.

Warranty:

The Contractor shall provide, at a minimum, a one (1) year warranty for the equipment. The warranty shall cover all parts, labor, and travel. The warranty shall commence upon acceptance, which requires successful completion of delivery, installation, training, and demonstration of all required specifications.

III. DELIVERY

Delivery shall be FOB Destination and shall occur within 180 calendar days of award. Delivery shall occur during normal business hours, between 8:30 am and 5:00 pm Mountain Time, Monday through Friday, except Federal Holidays. Delivery shall be made to:

VI. GENERAL INFORMATION

Safety: The Contractor employee shall be responsible for knowing and complying with commercial installation safety prevention regulations. Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.

Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and also is shown to the armed Security Police when entering the campus.

Identification Badges: Contractor employees shall comply with NIST identification and access requirements. The Contractor shall provide the name and citizenship information of employees for on-site visits to the NIST Technical Point of Contact (TPOC) prior to arrival. The TPOC will submit the name(s) and citizenship information to the NIST Office of Security in order for a given Contractor employee to enter the NIST campus. The Contractor employee is responsible for absences due to missing or expired identification and access documents. Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office.

Compliance with NIST rules and regulations: While on the NIST campus, the Contractor’s representative(s) shall abide by all NIST rules and regulations. The Contractor shall provide all information necessary for the NIST TPOC to authorize entrance to the NIST campus in accordance with NIST Security Policy and Procedures.

Vehicle Registration: All Contractor employees must register their vehicles with the NIST

Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID (which in most cases can be a valid driver's license), proof of insurance and current registration must be presented to the NIST Security Office.
