Statement of Requirements Cryostorage System
BACKGROUND
The Complex Microbial Systems Group (CMSG) at NIST needs to acquire a Cryostorage system to store bacterial stocks using a barcoded system that can minimize the changes in temperature that are associated with manual retrieval of bacterial stocks at –80C. The barcoded system will help keep inventory and organize of the stocks as more will be added with the addition of the repository.
SPECIFICATIONS
The contractor shall deliver a Cryostorage system that meets the following specifications:
• Must store up to 17,000 cryotubes in -80C.
• Must have a tube level sample inventory control system that maintains the history of a sample including storage, retrievals, temperature monitoring, and users.
• Must include PC and monitor with inventory control software.
• Software must control user access to samples.
• Must use automated retrieval system (robotics)
• Must have a disaster recovery mode that allows manual retrieval of boxed samples in an emergency.
• Must include a whole rack 1D and 2D barcode reader for inventory purposes
• Must include manual single tube picker for cryotubes.
• Must include a 1D and 2D barcode scanner for 1D and 2D barcoded tubes.
• Maximum width upon delivery: less than 52”
• Maximum dimensions upon installation: 87” height, 57” width, 59” depth
• Must include Compressor
• Must include Dryer
• Must include a User Manual
DELIVERY
Delivery shall be FOB Destination and shall occur within 180 calendar days of award. FOB Destination means: The contractor will pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. Delivery shall be made to the NIST campus at 100 Bureau Drive, Gaithersburg, MD, 20899, USA.
INSTALLATION
The Contractor shall install the instrument at NIST, Gaithersburg, MD. Installation shall include, at a minimum, uncrating/unpacking of all equipment, set-up and necessary connections for operation (liquid nitrogen supply lines), hardware and software installation, basic functionality, instrument start-up (no leaks), demonstration of instrument performance with the specifications and removal of any trash. Installation shall take place between 8:30 AM and 5:00 PM Monday through Friday, with the exception of holidays. Installation shall be coordinated with the NIST Contracting Officer’s Representative (COR). Installation of the system shall occur within 30 days of the delivery date.
TRAINING
The Contractor shall provide in-person training at the installation site for up to ten NIST personnel within 30 days of installation. The training shall provide at a minimum, the basic use of the hardware, software, and a thorough demonstration of all system functions, maintenance data administration, and basic troubleshooting. The contractor shall coordinate dates with the NIST COR within 30 days of installation.
WARRANTY
The Contractor shall provide, at minimum, a one (1) year warranty to include all parts, labor, and travel for the Cryostorage system and associated software system, to keep the system operating to manufacturer's specifications, software updates, and include one (1) preventative maintenance.
The warranty period shall commence upon NIST's acceptance of the instrument.
ACCEPTANCE
Acceptance shall occur when the Crystorage system is installed, staff have been trained and the system is tested by the NIST TPOC and demonstrates all requirements have been met.
