STATEMENT OF REQUIREMENTS

TITLE: Non-contact drop on demand nanoliter liquid handling system

LAB REQUESTING SERVICE: MML, Div 643, Grp 05

I. BACKGROUND INFORMATION

The Surface and Trace Chemical Analysis Group (STCAG) of the Materials Measurement Science Division (MMSD) of the Materials Measurement Laboratory (MML) has significant research efforts in the fields of forensic science and homeland security. These efforts revolve around both the high-throughput and on-site detection of trace contraband materials (explosives and narcotics), as well as the development, evaluation, and quantification of standard test materials (TMs) for a suite of trace detection technologies. To enhance the capabilities of the STCAG and the Materials Measurement Science Division (MMSD) as a whole, the STCAG requires a non-contact drop on demand nanoliter liquid handling system (LHS). Procuring this system will allow us to expand our capabilities and research on development of standard test materials for detection of both inorganic and organic compounds in complex matrices critical to our trace contraband detection and forensic science programs. The LHS system will allow for direct, more reproducible, and rapid preparation of test materials than is achievable using existing instrumentation. The primary application for this system will be preparation of multicomponent test materials produced as individual dried droplets on silicon wafers or glass substrates or as deposited into microwells.

II. SPECIFICATIONS

The Contractor shall provide one (1) nanoliter liquid handling system that meets or exceeds the following requirements:

System Requirements:

1) The non-contact liquid handling system, as referenced as system, shall have a tabletop instrument capable of running on a standard laboratory bench approximately 3 feet wide and 4 feet long.

2) The system shall have the ability to interface the desired drop on demand system for direct injection of targeted compounds into an open port interface mass spectrometer.

3) The system shall be capable of dispensing individual drops of multiple fluid types with viscosity of 1-100 Cps.

4) The system shall have a minimum drop size of 100um and volume of 10 nL or less.

5) The system shall have a drop ejection rate of 100 Hz or greater.

6) The system shall have a repeatability of dispensed volume of 5- 10%.

7) The system shall have the ability to dispense multiple materials from a 96 well source plate with at least 8 independent dispensing devices.

8) The system shall have the ability to dispense combinatorial mixtures of multiple compounds into 96, 384 or 1536 well plates.

9) The system shall have the ability to dispense individual drops of various compositions on preprogrammed spots on glass slides, silicon wafers or similar substrates.

10) The system shall have a built in droplet counting capability to verify individual droplet ejection from each dispensing element.

11) The system shall have a built in electrostatic charge neutralization of dispensed drops.

12) The system shall have a Low dead volume < 1 uL dispensing with no carryover.

13) The system shall have a built in computer system for digital instrument control, data collection, and processing of dispensing algorithms.

14) All necessary software and licenses needs to be included.

Installation:

The Contractor shall install the instrument in the identified laboratory space at NIST Gaithersburg, MD. Installation shall include, at a minimum, uncrating/unpacking of all equipment, set-up of all equipment, start-up, demonstration of specifications, and removal of all trash. Instrument will operate to manufacturer’s specifications upon installation. Installation will take place during normal business hours, between 8:30 am and 5:00 pm Eastern Time, Monday through Friday except Federal Holidays, and will be coordinated with the NIST Technical Point of Contact (TPOC). Installation is to occur within 10 calendar days after receipt of instrument.

Training:

Include training at NIST for up to 3 NIST personnel covering normal operation, troubleshooting, and routine maintenance. Training will be provided in person during normal business hours, between 8:30am and 5:00pm Eastern Time, Monday through Friday, except Federal Holidays, and will be coordinated with the NIST Technical Point of Contact (TPOC) to ensure maximum availability of NIST personnel. Training is to occur within 10 calendar days of installation. The training may be completed on-site at NIST immediately after installation and demonstration of specifications.

Warranty:

The Contractor shall provide, at a minimum, a one year warranty for the equipment. The warranty shall cover all parts, labor and travel. The warranty shall commence upon successful completion of delivery, installation, training and demonstration of all required specifications.

III. DELIVERY

Delivery shall be FOB DESTINATION and shall occur within 60 calendar days after award to the following address:

National institute of Standards and Technology Materials Measurement Laboratory 100 Bureau Drive, Gaithersburg, MD 20899 Stop 6431, Bldg 217, Rm B215

POC: Greg Gillen, 301-975-2190, greg.gillen@nist.gov mailto:greg.gillen@nist.gov

IV. DELIVERABLES

Description Quantity Due Date Liquid Handling System One (1) 60 days after award

Installation Once Within10 days after receipt of instrument

Training Once Within 10 days of installation of instrument

V. ACCEPTANCE CRITERIA

Formal acceptance of the system will be given at the time the Contractor demonstrates that all performance standards in this statement of requirement have been met, and both installation and training have been completed.

VI. GENERAL INFORMATION

Safety: The Contractor employee shall be responsible for knowing and complying with NIST installation safety prevention regulations. Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.

Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and also is shown to the armed Security Police when entering the campus.

Identification Badges: Contractor employees shall comply with NIST identification and access requirements. Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office.

Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID (which in most cases can be a valid driver's license), proof of insurance and current registration must be presented to the NIST Security Office.
