DEPARTMENT OF THE AIR FORCE

179th Cyberspace Wing Mansfield angb ohio

1.0 PROJECT TITLE. Basewide Core and Hardware Replacement

2.0 CURRENT SITUATION: Update door hardware/cores/ key system from a six-pin to seven-pin system. The new system requested is a Seven-pin BEST Access system CORMAX interchangeable mortise cylinder hardware.

3.0 STATEMENT OF REQUIREMENT: The contractor shall provide the Government with the following:

3.1 Provide Seven-pin key bitting chart for existing buildings and future expansion of 40 buildings.

3.1.1 Bitting system will include an all-base master key, an all-base control (core removal) key, individual building master key, and 30 bitting options per building.

3.1.2 Submit bitting charts to Contracting officer prior to the completion of work.

3.1.2.1 Complete list of all keys (e.g., AA01, BA02, etc.).

3.1.2.2 Complete list of all bitting cuts (e.g., AA01 – 5829152, BA02 – 7429634).

3.1.2.3 Tabulation showing which key fits which door.

3.2 Provide and install hardware and cores in existing doors:

3.2.1 Purchase Seven-pin BEST Access system CORMAX interchangeable mortise cylinder and core. Do not stamp key number on core.

3.2.2 Purchase Seven-pin BEST Access system CORMAX lever interchangeable hardware and cores. Do not stamp key number on core.

3.2.3 Provide seven additional keys for master keys and control keys for removable cores. Stamp each key with appropriate key control symbol and “U.S. Property – Do Not Duplicate”. Do not place building or room number on key.

3.2.4 Provide four additional change keys for each interchangeable core. Stamp each key with appropriate key symbol and “U.S. Property – Do Not Duplicate”. Do not place building or room number on key.

3.2.5 Furnish a quantity of key blanks equal to 20 percent of the total number of change keys. Stamp each key with “U.S. Property – Do Not Duplicate”.

3.2.6 Install new hardware to existing doors.

3.2.7 Color: Satin Stainless Steel

3.3 Contractor shall turn in existing six-pin cores to Base Civil Engineering.

3.4 Building map of replaced cylinder locations will be provided once project has been awarded.

4.0 The following will be required of all contractors (prime or sub) personnel who will require base access to perform services related to this requirement:

4.1 Base Access Clearance Process: completion and submission of Security Access Form, which is submitted for background check; clearance is required for base access approval (this is accomplished post-award).

4.2 Antiterrorism Training: See attachment related to antiterrorism training requirements (accomplished post-award).

5.0 Site Visit: while site visit is not required, it is highly encouraged, due to the requirements of this project. Contractor’s who plan to bid on this project, but not attend site visit, should note the following provision applicable to this solicitation: FAR 52.237-1, Site Visit.
