About this file
This is a Statement of Requirements (SOR) for a Digital Badging and Micro-Credentialing Solution to be provided to Air University (AU), the intellectual and leadership center of the U.S. Air Force and Space Force located at Maxwell Air Force Base, Alabama.
Air University requires a commercial digital badging and micro-credentialing system to support enterprise-wide faculty and student development. The solution must enable creation, issuance, and management of digital badges and micro-credentials with verifiable metadata and secure validation. The system shall integrate with AU's Learning Management System (LMS) to automate badge issuance upon course completion and minimize manual administrative processes. Additional requirements include development of stackable credential pathways that aggregate multiple badges into higher-level certifications with visual progression representation, an intuitive user interface for administrative and end-user functions, and the ability for learners to claim, manage, and share credentials to professional platforms with verifiable credential links tied to AU as the issuing authority. The platform must support initial deployment to 1,500 users and scale to enterprise-wide implementation, provide administrative dashboards and analytics to track credential issuance and participation, and include implementation services, administrator training, and technical support. Deliverables include a fully operational digital badging platform, an initial set of digital badges and pathways defined by AU, administrator training and user guides, and ongoing technical and customer support. The Period of Performance runs from 1 June 2026 through 1 June 2029, consisting of a base year (1 June 2026 – 31 May 2027) and two option years.
