STATEMENT OF OBJECTIVES

1.0 Purpose:

The purpose of this acquisition is to procure the expertise and services of a Contractor for the Drug Enforcement Administration (DEA) Special Operations Division (SOD) employees to provide them with a convenient venue to purchase prepared, packaged food, snacks, and beverage items for personal consumption during normal business hours.

2.0 Background

2.1 General Information: DEA/SOD is located in one facility at 14560 Avion Parkway, Chantilly, Virginia. The building has a lobby (first floor) and three occupied floors.

The facility is bordered by Avion Parkway, Concorde Drive and Dulles Airport, Udvar- Hazy museum grounds (no access from this border). Access to DEA/SOD is controlled and not open to the public without prior screening and escorting. Approximately 500 individuals (Federal employees, contractor staff, other Federal, state, local, and Department of Defense employees) work at DEA/SOD and the facility is fully staffed with 75 percent occupancy.

Normal business hours range from 6:30am to 6:30pm, Monday through Friday. A second shift schedule ranges from 3:00pm to 12:00am with limited staffing. DEA/SOD is closed on Federal holidays and on other occasion by Presidential directive or other circumstances. The items for sale from the vendor will be located off the first-floor lobby in the “cell phone locker room”. DEA/SOD will pay NO fees to the contractor nor reimburse the contractor for any costs incurred including loss or theft of items, property damage, or personal injury to the contractor’s equipment or personnel upon entering the property. Any and all profits remain with the contractor and any losses will be borne by the contractor. This will be a NO COST to the Government agreement.

The vendor’s revenue stream will come solely from food sales to individual customers.

2.2 Specific Site Conditions: DEA/SOD policies and local conditions that will have an influence on operation of and participation in on-site food service operation include:

• Food is permitted at desks and in break areas

• The vast majority of personnel take one half to one hour for lunch.

• Many employees telework and are not on-site on a daily basis.

• Most employees commute to work in privately owned or Government vehicles.

• Many employees follow an Alternate Work Schedule.

• There are refrigerators and microwave ovens located on every floor for employees to use.

• There are restaurants in the surrounding area but not within walking distance.

• All DEA/SOD visitors shall pass through security and be escorted at all times while in the building.

• Food service personnel to be present in the facility will be required to provide personal information to the DEA/SOD Security Officials in order to determine their suitability for access. DEA/SOD will require candidates for such access to meet all requirements as determined by the DEA/SOD Security Officials.

• Food service personnel will have only limited access to the facility under specific rules and conditions established by DEA/SOD Security.

3.0 Scope:

The scope of this requirement covers the provision of food, beverages, and utensils to DEA/SOD for purchase by employees and visitors. All food items shall be commercially packaged or wrapped in individual portions and prepared offsite. No food shall be prepared on-site at DEA/SOD. The contractor will deliver and stage the items for easy selection by customers. The contractor will be responsible for determining the items to be sold, setting prices, and handling all sales transactions.

4.0 Period and Place of Performance

The period-of-performance will be one year from the effective date of the contract with four

(4) successive twelve-month option periods. DEA/SOD will review this agreement yearly and communicate with the vendor about continuing services.

The place-of-performance will be the DEA/SOD facility at 14560 Avion Parkway, Chantilly, Virginia.

5.0 Desired Outcome and Performance Objectives (i.e., required results)

5.1 Outcome. The Contractor’s proposal (to include a Performance Work Statement (PWS)) will provide DEA/SOD with a daily, on-site offering of food options available for retail sale to building occupants. Food options shall also include some items for people with dietary restrictions such as “low fat,” low sodium,” “low calorie,” and “low sugar.”

Food preparation, transportation, presentation, and storage shall be in compliance with the Food and Drug Administration (FDA) Food Code – most current version, which is the basis for the oversight of food service and retail facilities on Federal property; and all State, and Fairfax County commercial food service requirements.

Payment shall be made by the individual customer directly to the contractor at the point of sale. All point-of-sale cash or card (i.e. debit or credit) handling equipment shall be provided by the contractor and is entirely the responsibility of the contractor.

Variety and quality of items and pricing are factors for competing successfully with food establishments in the immediate area.

5.2 Performance Objectives: There shall be one venue for food sales;

“Grab and Go”- For DEA/SOD purposes “Grab & Go” refers to food items that have been previously prepared and packaged (not made to order) ready to consume upon purchase. These food items shall be available 24 hours a day, 7 days a week to include shelf-stable selections such as chips, crackers, cookies and preparation ready, packaged foods as well as refrigerated, pre-packaged offerings such as sandwiches, salads and a selection of canned/bottled beverages (water and soft drinks). NO alcoholic beverages are permitted for sale or consumption. No tobacco products shall be offered for sale. The cleanliness of this equipment therein is the contractor’s responsibility.

The contractor shall provide signage to explaining the purchase process that is easy to understand for customers and to prevent theft.

6.0 What the Government Will Provide:

DEA/SOD shall provide an interior, climate controlled, space suitable for the serving of food for commercial sale. There will be no preparation of food on-site. The contractor’s portable equipment shall be removed from the site daily for the purpose of cleaning. There is no dishwasher or dish washing equipment on-site. The vendor’s non-portable equipment, if any, shall be cleaned daily. Suitable power supply for the contractor’s equipment will be provided.

7.0 Security Requirements:

All Contractors visiting site shall be authorized to work in the U.S.

All contractor personnel supporting this procurement are entrusted with a certain level of trust due to the nature of the Drug Enforcement Administration’s (DEA) mission. Under no circumstances shall contractors have access to National Security Information (NSI) or NSI systems. The risk level associated with this contract is “Low” and the personnel working on this contract effort shall advise DEA/SOD of the names of individuals arriving each visit at least 24 hours in advance.

The contractor shall disable any recording devises (video and audio) on the installed equipment.

The DEA/SOD provide monitoring for any theft and will post signage communicating to customers that they are being watched.

8.0 Constraints:

(a) All contractor employees entering the facility shall notify DEA/SOD at least 24 hours in advance before arriving.

(b) There will be no contractor preparation of food onsite at DEA/SOD.

(c) Parking will be available but not reserved. The contactor shall provide details of the vehicle in advance to include; make, model, and year, license plate number (including state of issuance), drivers name and driver’s license number (including state of issuance).

(d) The contractor shall comply with all applicable Federal, State and local laws and regulations regarding their conduct of business and safe food handling requirements including all required licenses, permits and inspection.

(e) DEA/SOD cannot guarantee any sales volume or profitability of the operation.

(f) The contractor shall provide facility access to DEA/SOD and any other authorized food preparation personnel to its food preparation facility for the purpose of ensuring all food safety procedures are being followed and for overall contract performance.

(g) The food options will not be open to the general public.

9.0 Contract Administration:

The DEA/SOD Contracting Officer’s Representative (COR) along with the Administrative Support Assistant will monitor the contractor performance both formally and informally.

The DEA/SOD have the right to terminate the use of the vendors services at any time.

The DEA/SOD will review this agreement yearly and communicate with the vendor about continuing services.
