About this file
This Statement of Objectives (SOO) outlines requirements for an augmented reality (AR) and extended reality (XR) system for virtualizing training at Keesler AFB, MS. The system will support approximately 3,100 students in Technical Support Specialist and Radio Frequency Transmissions initial-skills training courses, with a maximum simultaneous user capacity of 1,200 students.
Key requirements include: implementation within 9 months of contract award; FedRAMP-compliant cloud authorization; device/platform agnostic accessibility via iOS/Android stores and web platforms; Google Workspace integration; ability to ingest and break down technical documentation into task-specific training components; student performance tracking capabilities; multimedia format support including PowerPoint, PDF, and video; delivery of 12 headset sets for curriculum developers; two training sessions for 12 individuals each; development of two customized training scenarios; and annual software updates. The vendor must provide all necessary hardware/software for implementation and management. The system must be self-guided and interactive, incorporating AI to enable proficiency-based learning that aims to reduce training time, increase capacity, improve student confidence, and reduce equipment wear and tear.

STATEMENT OF OBJECTIVES (SOO)
HOLISTIC TRAINING AND STUDENT PERFORMANCE ASSESSMENT
809 HERCULES, BLDG 6902
3 JAN 2025
Prepared By
338 TRS/TRR
Keesler AFB, MS
The purpose of this Statement of Objectives (SOO) is to outline the requirements for an augmented reality (AR) and extended reality (XR) system that will virtualize training and provide enhanced training opportunities for approximately 3,100 students in the development of the Technical Support Specialist (TSS) and Radio Frequency Transmissions (RF) initial-skills training courses. The vision for the 338 TRS learning environment is a self-guided interactive AR/XR with Artificial Intelligence (AI) that enables students to move through the course under a proficiency-based learning model that enhances the learning environment for students, reduces student proficiency time, increases training capacity, improves student confidence, enhances learning content transfer, and reduces equipment wear and tear.
Scope:
o Provide Software platform that only the Government will have the ability to upload content and revise content o Must be fully functional and implemented 9 months after contract award.
o An instructional authoring portal capable of ingesting Technical Orders, Commercial
Manuals, and similar documents, breaking them down into components aligned with task-specific training objectives.
o System should be able to record student performance, allow for instructor review and comments/feedback, and provide opportunities for students to review and improve with continued practice.
o Must support the uploading of videos, slide presentations, and other instructional tools that relay critical data; Google WorkSpace, IOS, and Android devices. These resources should be easily accessible and integrated into the XR environment.
o System must support a range of multimedia formats for instructional material;
PowerPoint slide decks, .pdf, text documents, common video formats (recommend MP4 or M4V).
o Must be accessible via iOS and Android Play stores, through a web-based platform, and be fully integrated within the Google Workspace ecosystem.
o Specific hardware/software required for solution must be provided by the vendor. Must have the necessary equipment capable to implement, manage, and evaluate the XR solution in the training environment.
o Must meet government cloud authorization in accordance with the Federal Risk and Authorization Management Program (FedRAMP) o Vendor shall develop two (2) customized training scenarios/rubrics for application to stakeholder selected tasks/contexts. These are examples to aid in the training of Government personnel to load content.
o The vendor shall provide milestones related to all aspects of the installation and configuration process to meet the requested timeline.
o Vendor shall provide twelve (12) sets of google/headsets for curriculum developers/instructors creating training scenarios.
o Shall include two (2) stakeholder training sessions for twelve (12) individuals each (curriculum developers and instructors) on operations, maintenance, and sustainment of system and associated equipment.
o End product should be device/platform agnostic as students will have the option of using their own devices to access and complete training scenarios. Maximum number of individuals accessing the system simultaneously is 1200.
o Vendors shall provide annual software updates.
