About this file
This Statement of Objectives (SOO) outlines a procurement for a portable generator and trailer for the Westover Munitions facility operated by the Department of the Air Force Reserve Command. The generator requirements include a 70kW, 50/60 Hz standby-duty rated unit with EPA Tier 4 Final certification, 208-480V variable voltage, and specific technical specifications such as a trailer with hydraulic brakes, UN31A certified fuel tank, and Power Command 3.3 control system. Key operational considerations emphasize minimizing vendor dependence, ensuring simplified maintenance, and maintaining interoperability with existing equipment.
The related federal contract opportunity (Solicitation FA660625Q0015) is a 100% small business set-aside Request for Quotes (RFQ) for this generator, with a submission deadline of 2:00 PM EDT on Wednesday, 28 May 2025. The solicitation will be awarded on a Lowest Price Technically Acceptable (LPTA) basis, requiring vendors to provide detailed pricing, technical specifications matching the SOO, and warranty information. Quotes must be submitted via email to specified Air Force contacts, with a NAICS code of 335312 and a small business size standard of 1,250 employees. The generator is intended to support critical mission requirements including lighting, security systems, communications, and fire suppression at the Westover Air Reserve Base in Massachusetts.

Text version
Introduction: The Westover Munitions facility requires a reliable and efficient portable generator and trailer to provide backup power during outages or maintenance periods, ensuring continued operations. Currently, no generator exists at the facility.
Objectives: The objectives of this procurement are to:
1. Acquire a Reliable Portable Generator: Purchase a portable generator and trailer meeting the specifications below.
2. Meet Power Requirements: Provide a generator with sufficient power to support critical munitions equipment during outages, enabling continued mission capability for 439 AW.
3. Ensure Portability: Acquire a readily transportable generator for use at various locations within the Munitions area.
4. Comply with Safety Standards: Ensure the generator meets or exceeds all applicable safety and regulatory standards.
5. Key Performance Requirements: The generator must meet the following:
· Power Output: 70kW, 50/60 Hz, Standby-Duty Rating - Prime.
· Emissions Compliance: EPA Tier 4 Final Certified.
· Voltage: 208-480V Variable.
· Alternator: 60Hz, 208/416 - 240/480 Volt, 125/80C Standby/Prime.
· Trailer: With hydraulic brakes and a pintel hook for towing.
· Fuel Tank: UN31A Certified.
· Generator Set Control: Power Command 3.3, Paralleling with MLD.
· Distribution Panel: Rental Barrel Lug Connection.
· Coolant Heater: Included.
· Engine Coolant: 60% Antifreeze, 40% Water Mixture.
· Distribution: Cam Lock.
6. Operational Considerations:
The selected generator solution must address the following concerns related to operational readiness and lifecycle maintenance:
· Minimized Vendor Dependence: The system should minimize reliance on proprietary software, tools, or specialized vendor support for diagnostics, repairs, and maintenance. Open-architecture systems and readily available documentation are preferred to enable in-house maintenance and troubleshooting capabilities, reducing single points of failure and promoting self-sufficiency, consistent with AFI 63-101/20-101 and AFMAN 32-1084. Backup configuration files must be readily accessible. This reduces reliance on external technicians and mitigates associated security risks related to access to sensitive systems and information.
· Simplified Maintenance: The system should be designed for ease of maintenance with readily available parts and minimal specialized tooling. This reduces lifecycle costs and facilitates the development of in-house expertise among government/military personnel.
· Interoperability: The generator must be compatible and interoperable with existing and anticipated future equipment at Westover and in joint operational environments. Standardized, open-architecture systems are preferred.
Deliverables: The successful vendor must provide:
1. Portable Generator and Trailer: Meet specified requirements listed above.
2. Warranty and Support: a minimum of 1 year warranty and access to repair parts
