About this file
This Statement of Objectives (SOO) outlines Fairchild Air Force Base's requirements for upgrading its Direct Digital Control (DDC) server infrastructure and Energy Management Control system (EMCS) software. The base currently has 3,821 devices on campus, with 3,500 being Alerton devices, and the existing infrastructure has reached End-of-Life (EOL).
The SOO specifies detailed technical requirements, including two servers with Dell PowerEdge R760xs chassis, Xenon Gold processors, 128 GB RAM, and Windows Server 2022 Standard. Key objectives include implementing BACnet-compliant communication protocols, obtaining enterprise licensing for 3,000 devices with two additional 1,000-device expansion packs, and using Niagara 4.X framework and COMPASS 2.X supervisory software. The upgrade must comply with multiple federal standards, including NIST SP 800-37, UFC 3-470-01, Energy Star Mandate, and Trusted Platform Module requirements, and be compatible with the Air Force Civil Engineer Community of Interest Network Enclave (COINE).

STATEMENT OF OBJECTIVES
FOR
Upgrade Direct Digital Control (DDC) server infrastructure and Energy Management Control system (EMCS) software
Fairchild AFB, WA
August 2025
Statement of Objectives (SOO)
Upgrade Direct Digital Control (DDC) server infrastructure and Energy Management Control system (EMCS) software
Fairchild AFB, WA
1. BACKGROUND: Fairchild Air Force Base’s (FAFB)combined DDC infrastructure and EMCS software has reached End-Of-Life (EOL) and needs replacement. Additionally, both Framework and Supervisory software has reached EOL and is no longer supported. Fairchild has 3,821 devices on campus. Of those devices, 3,500 are Alerton XXXX. UMCS is a utility management system that is used to achieve utility, cost, energy, and manpower savings for electrical systems, heating, ventilation and air conditioning, water and sanitary sewer systems, process equipment, lighting, chillers, boilers, and other utility systems and equipment. The system employs computers and workstations, associated peripherals, microprocessor-based field equipment device and panels, instrumentation, control equipment and application programs written in high-level computer languages. UMCS is configured as a network with control functions at multiple locations and one or more central points of operator control and supervision.
The system includes a central and backup station, various combinations of peripherals, data transmission systems, field equipment panels/devices, remote terminal units, programmable controllers and unitary controllers which perform field input/output (I/O) functions.
2. OBJECTIVES: FAFB is seeking upgraded, innovative solutions that provide a minimum of:
A. Two (2) Servers that meet or exceed the performance of:
Dell PowerEdge R760xs chassis with 3.5" slots for eight (8) hard drives Xenon Gold 16-core, 32 thread processor
128 GB (4/32) RAM
Five (5) 4TB SATA hard drives in RAID 5 configuration (16TB usable space with drive fail over capability), 7.2k RPM / 6 GBPS Dual redundant power supplies Dual gigabit ethernet ports BOSS controller card with two (2) 480GB SSDs in RAID 1 configuration Windows Server 2022 Standard
B. BACnet Information BACnet is an ANSI and ISO-certified data communication protocol widely adopted in building automation systems. It facilitates integration across disparate platforms—including HVAC, lighting, security, and energy management systems—by enabling standardized, vendor-neutral communication .
BACnet compliance ensures seamless communication between equipment from multiple vendors, reducing future integration and replacement costs. The protocol’s adaptability supports both legacy infrastructure and future upgrades without proprietary restrictions.
BACnet aligns with Department of Defense and federal mandates for open systems architecture. Its ISO 16484-5 compliance supports our technical and regulatory requirements for interoperability and system accountability
C. Licensing Information: Successful offeror shall include enterprise licensing for 3,000 devices and (2) two additional 1,000 packs to accommodate all existing devices and allow for expansion.
D. Framework: Must meet or exceed the performance of:
Niagara 4.X Certification and Compliance Visualization & Analytics Fast, Easy Provisioning Cyber Defense Edge Intelligence
E. Supervisory: Must meet or exceed the performance of:
COMPASS 2.X Supervisor Provides server-level functions for both the network and all field devices configured to achieve energy performance goals, occupant comfort and other desired outcomes.
Features real-time graphical information to standard web-browser clients; performs functions such as analytics, centralized data logging/trending, archiving to external databases, alarming, dashboarding, system navigation, master scheduling, database management, and integration with other enterprise software applications.
Provide a comprehensive graphical engineering toolset for application development and configuration.
F. Device Compatibility: Framework and Supervisory software must be compatible with Attachment 1 - Device Appendix
3. REQUIREMENTS:
A. Must comply with NIST (SP) 800-37
- Must NOT create a situation that jeopardizes our current Authority to Operate (ATO) https://csrc.nist.gov/pubs/sp/800/37/r2/final
B. Must comply with UFC 3-470-01 https://www.wbdg.org/dod/ufc/ufc-3-470-01
C. Must comply with Energy Star Mandate
D. Must comply with Trusted Platform Module (TPM) https://media.defense.gov/2024/Nov/06/2003579882/-1/-1/0/CSI-TPM-USE-CASES.PDF
E. Must comply with Trade Agreement Act
F. Must be compatible with Air Force Civil Engineer Community of Interest Network Enclave (COINE) https://static.e-publishing.af.mil/production/1/af_a4/publication/afi32-1001/dafi32-1001.pdf
