About this file

This is a Statement of Objectives (SOO) for the Defense Counterintelligence and Security Agency's (DCSA) Public Record Data Services (PRDS) acquisition. The government seeks a contractor-owned and operated comprehensive data service solution to support DCSA's Personnel Vetting (PV) Reform and Continuous Vetting (TW) initiatives for approximately 5 million enrolled individuals. The solution must provide 24/7/365 access to public records data via a user interface and automated alert system, delivering proactive notifications within 24 hours of discovering derogatory information. Required data categories include demographics (full name, aliases, address history, date of birth, SSN), criminal records (arrests, convictions, jail bookings, sex offender registry, warrants, sanctions), financial information (FCRA and non-FCRA compliant credit data, delinquent debt), and public records (bankruptcies, repossessions, foreclosures, tax liens, judgments). The solution must achieve a 99% entity resolution match rate with the enrolled population and integrate seamlessly with DCSA's National Background Investigation Services (NBIS) platform using machine-readable data formats.

The contractor must comply with stringent operational and security requirements, including maintaining a SECRET-level security clearance for the contractor, solution, and all personnel, with all work performed by U.S. persons in accordance with DD Form 254 and NISPOM guidelines. Data protection requirements mandate compliance with the Privacy Act of 1974, FISMA, and DoD regulations, with all data encrypted at rest and in transit, and any breaches reported within one hour of discovery. The solution must be fully Section 508 compliant. The contractor must provide a minimum two-week advanced notice for system changes and data set modifications, three months' notice for changes requiring downstream DCSA system development, and dedicated technical support for issue resolution, alert research, and system enhancements. This RFI follows a previous sole-source award to LexisNexis Special Services under Task Order HS002126FE018.

Statement of Objectives Defense Counterintelligence and Security Agency Public Record Data Services

1.0. Purpose

The overall purpose of this effort is to acquire a comprehensive data service solution to support the Defense Counterintelligence and Security Agency’s (DCSA) mission. The desired outcome is a contractor-provided solution that enables automated record checks and delivers proactive alerts to effectively identify potential risks and ensure the integrity of the trusted federal and industrial workforce, in alignment with federal mandates for PV Reform and the Trusted Workforce (TW) framework.

2.0. Scope

The government requires a comprehensive, contractor-owned and operated data service solution. The solution must be capable of providing access to extensive public records and delivering proactive alerts for a large population of individuals enrolled in DCSA’s Continuous Vetting program. The solution must be fully supported and capable of integration with the government's designated IT infrastructure. The population of coverage is expected to be ~5 million individuals.

3.0. Program Objectives

The contractor shall propose a solution that achieves the following high-level objectives:

Objective ID
Objective Title
Description of Desired Outcome
Objective 1
Comprehensive & Reliable Data Access
The government has continuous, 24/7/365 access to a broad spectrum of reliable public record data via a user interface (UI) and alert process. The data is sufficiently comprehensive to support the DCSA mission and includes, but is not limited to, identity, criminal, civil, financial (both FCRA and non-FCRA), and asset information.
Objective 2
Timely & Actionable Alerts
The government receives proactive, relevant, and actionable notifications of changes or newly discovered derogatory information concerning the enrolled population within 24 hours of sending the enrolled population. The alerting system is configurable to the government’s specific risk thresholds and adjudicative needs.
Objective 3
Seamless System Integration
The contractor's data and alert services are successfully and seamlessly integrated with the government’s National Background Investigation Services (NBIS) platform and its future iterations. Data is delivered in a machine-readable format, and the solution adapts to the government’s evolving technical requirements.
Objective 4
Effective Program Execution & Support
The program is managed effectively, with robust technical support and a focus on data quality. The government has clear visibility into service performance through detailed reporting and benefits from a collaborative partnership to resolve data discrepancies and drive continuous process improvement.

4.0. Operating Environment and Constraints

The contractor's proposed solution must operate within the following constraints:

· Security: The contractor, its solution, and all personnel performing work under this contract must possess and maintain a SECRET clearance level. All work must be performed by U.S. persons and comply with the DD Form 254 and the National Industrial Security Program Operating Manual (NISPOM).

· Data Protection: The solution must ensure strict compliance with The Privacy Act of 1974, the Federal Information Security Management Act (FISMA), and all applicable DoD regulations for protecting Personally Identifiable Information (PII). All data must be encrypted at rest and in transit.
