Statement of Objectives (SOO) — Services CLINs

1. Purpose

The purpose of this Statement of Objectives (SOO) is to define the services required under CLINs 0004– 0006 of the Bomber Data Lab NI-Based Instrumentation System acquisition. These services ensure the delivered NI brand-name hardware and software are fully integrated, functional, and supported with sufficient training to enable Government sustainment.

2. Objectives

a. System Integration (CLIN 0004): Deliver a fully assembled and configured NI-based instrumentation test system, ready for immediate operational use. Ensure all NI modules, drivers, and software are properly installed, configured, and verified through baseline acceptance testing.

b. On-Site Technical Support (CLIN 0005): Provide direct support to Government personnel during installation and acceptance testing. Train operators on system setup, data acquisition, simulation, and troubleshooting. Ensure the Government is able to operate the system without vendor presence.

c. Education Services (CLIN 0006): Train Government engineers in NI LabVIEW and TestStand through formal NI-certified training, sufficient to achieve competency for long-term sustainment and operation of the system.

3. Performance Standards

• Integration complete within 180 days ARO; baseline test results documented and accepted.

• At least 3 on-site support days delivered during acceptance; vendor responds to any deficiency within 5 business days.

• At least 5 Government engineers complete NI LabVIEW/TestStand training with certificates of completion.

4. Deliverables

• Integration Report (hardware/software configuration and baseline verification results).

• On-Site Support Training Materials (slides or quick reference guide tailored to delivered system).

• Certificates of Training Completion for NI courses.
