About this file
This is a Statement of Objectives (SOO) for the procurement and integration of Force & Moment (F&M) measurement systems for a wind tunnel at Arnold AFB, TN. The effort requires three distinct systems: System 1 (mandatory) is a multi-degree-of-freedom actuated model positioning system with internal balance(s) for measuring forces and moments on freestream-mounted test articles, configured for either pitch-roll or pitch-yaw capability; System 2 (optional) is a half-span balance for measuring loads on test articles mounted to the test section floor or ceiling; and System 3 (optional) is an external balance for measuring loads on acreage panels mounted flush to the tunnel floor. Vendors must address System 1 and are encouraged to propose all three systems while leveraging commonality across data systems and controls.
The contract shall include a Statement of Work with specific, performance-based, quantitative descriptions of work addressing technical requirements provided in three attachments. Minimum contract requirements include defined milestones (Project Kickoff Meeting, Revision/Confirmation of Technical Requirements, Conceptual Design Review, Preliminary Design Review, Authorization for Long-Lead Procurement, Critical Design Review, Installation Plan, Installation into Wind Tunnel, Hardware Checkout for Full Functionality, and Training Plan) and data deliverables (Review Slides and Supporting Analyses, Material Test Reports, Inspection Reports, As-Built Drawings, Instrumentation and Wiring Diagrams, Installation Plans, Training Plans, and Software Documentation including source code). The Government shall receive Unlimited Data Rights to all technical data and drawings produced. Additional requirements include a Quality Control Plan with procedures for meeting milestones and corrective actions, performer-developed on-site system orientation and training for each delivered system, and submission of a Training Plan for Government approval prior to training delivery. The SOO emphasizes maximum flexibility for offerors to innovatively manage schedule, performance, risks, warranties, subcontracts, and data while maintaining clear Government visibility into schedule, performance, and risks.

Statement of Objectives
Force & Moment Measurement Systems for a Wind Tunnel
1. Program Objectives
The objective of this effort is to procure and integrate the necessary systems and infrastructure to conduct Force & Moment (F&M) measurements in a wind tunnel at Arnold AFB, TN. Three distinct F&M systems are required:
a. System 1: A multi-degree-of-freedom actuated model positioning system (either pitch-roll or pitch-yaw) with corresponding internal balance(s), used for measuring forces/moments on freestream-mounted test articles.
b. System 2 (optional): A “half-span” balance for measuring loads on test articles mounted to the test section floor or ceiling.
c. System 3 (optional): An external balance for measuring loads on acreage panels mounted flush to the tunnel floor.
Responses from prospective vendors must address System 1, but vendors are encouraged to address all three Systems and leverage commonality (data systems, control, etc.) between them.
2. Contract Objectives
At a minimum, the contract shall define the following:
2.1 Work to-be Performed:
Provide a specific, performance-based, quantitative description of the work to-be performed, in the form of a Statement of Work (SOW). The tasks in the SOW must satisfy the technical requirements supplied in Attachments 2, 3, and 4. Tasks should be specified for each System;
if a task will address multiple Systems, this should be clearly stated in the SOW.
While estimates for technical requirements are supplied in Attachments 2, 3, and 4 for each
System, the performer shall work with the Government to revise and confirm these requirements as-required (see Revision/Confirmation of Technical Requirements in §2.2
Milestones).
2.2 Milestones:
Planned, significant events scheduled to occur at specific times in performance of the SOW.
At a minimum, Milestones shall include:
• Project Kickoff Meeting
• Revision/Confirmation of Technical Requirements
• Conceptual Design Review
• Preliminary Design Review
• Authorization to begin procurement of any long-lead items
• Critical Design Review
• Installation Plan
• Installation into wind tunnel
• Hardware Checkout for Full Functionality
• Training Plan
2.3 Data Deliverables:
Tangible or intangible data items produced as a result of the work performed, and their anticipated delivery date, method of delivery, format, and quantity. Data Deliverables shall (at a minimum) include the following:
• Review Slides and Supporting Analyses
• Material Test Reports
• Inspection Reports
• As-Built Drawings
• Instrumentation and Wiring Diagrams
• Installation Plans
• Training Plans
• Software Documentation (to include source code)
2.4 Data Rights:
The Government shall receive Unlimited Data Rights to all Contractor’s technical data and drawings (i.e., data deliverables) produced in performance of the SOW.
2.5 Training:
The Government shall receive performer-developed, on-site system orientation/training for each System delivered. Prior to delivery of system orientation/training, the performer shall provide a Training Plan for Government approval/acceptance. On-site training will be recorded by the Government.
3. Quality Control Plan (QCP):
Development and maintenance of a quality control plan to ensure the requirements are met IAW the SOW. Development and implementation of procedures to meet milestones. Development and implementation of procedures to ensure appropriate corrective action is taken when milestones are not met.
4. Program Management Objective:
Allow offerors the maximum flexibility to innovatively manage schedule, performance, risks, warranties, subcontracts, and data so that it satisfies the user’s performance requirements (see SOO
Attachment 2, 3, and 4). Clear government visibility into the schedule, performance, and risks shall be maintained.
