About this file

The document is a Statement of Objectives (SOO) for a generator fuel tank shipment project for the 25th Air Transport Keeping Group (25 ATKG). The objective is to clean and prepare a fuel tank and associated hardware for shipment from Shaw Air Force Base (AFB), South Carolina to Creech AFB, Nevada, ensuring compliance with Department of Transportation (DOT) shipping standards. The performance period is approximately 4 weeks, and all work must be completed on-site at the specified location.

The SOO provides additional context that it is a preliminary document intended to guide offerors in developing their own Performance Work Statement (PWS) as part of their proposal. Each offeror will be expected to propose specific tasks and standards to meet the contracting officer's objectives. The successful offeror's PWS will become part of the contract, while this SOO will be discarded after contract award. The document emphasizes that the source selection process will involve careful evaluation of each proposed PWS to ensure alignment with the buyer's objectives.

STATEMENT OF OBJECTIVES (SOO)

I. Purpose: Generator fuel tank shipment.

II. Scope or Mission: Generator fuel tank requires cleaning and shipment prep to satisfy DOT standards.

III. Period and Place of Performance; ~ 4 weeks / B2007, Shaw AFB

IV. Background: 25 ATKG requires shipment of a generator and fuel tank from Shaw AFB, SC to Creech AFB, NV. Requirements set forth by Shaw AFB Tanks PM have included appropriate preparation of the fuel tank before shipment can occur. These requirements are made to comply with DOT standards for shipment of fuel system components

V. Performance Objectives:

1. Clean fuel tank/associated hardware and preparation requirements to meet DOT standards for shipment.

VI. Operating Constraints:

Work must be completed on site for the fuel tank and any associated equipment.

Note:

1. A SOO is a short (2 or 3 page) statement of the Contracting Officers objectives, instead of specific tasks and is included in an RFP instead of a PWS.

2. The RFP instructs each offeror to write a PWS as a part of its proposal.

3. Offerors propose tasks and standards to achieve Contracting Officers objectives.

4. The successful offeror s PWS becomes a part of the contract. The SOO is discarded.

greatly increases the work of source selection. Each proposed PWS must be carefully considered and its shortcomings and pitfalls identified and evaluated in terms of the buyers’ objectives.
