About this file

This document is a Statement of Objectives (SOO) template for a Blanket Purchase Agreement (BPA) to repair Anti-Collision Lights for the F-16 aircraft. The key objectives are for Airtronics, LLC to provide repair, testing, and verification services for the unserviceable Anti-Collision Lights acquired by the Air Force Repair Enhancement Program (AFREP) shop. The performance period is approximately 6 weeks and the place of performance is in Tucson, Arizona. The Background section explains that AFREP frequently receives these lights which require extensive time and resources to repair, so utilizing Airtronics' expertise will allow AFREP to focus on other parts.

The related federal contract opportunity is a Special Notice for an Intent to Sole Source the Anti-Collision Light Repair BPA to Airtronics, LLC under NAICS code 336413. The 20th Contracting Squadron at Shaw AFB intends to award a firm-fixed price contract and is providing notice for interested parties to identify their interest and capability by 2:00 PM EST on April 16, 2024. This is not a request for competitive proposals, but the government will consider any responses received.

STATEMENT OF OBJECTIVES (SOO) TEMPLATE

I. Purpose: Ensure that Anti-Collision Lights are always readily available to avoid hindering mission requirements and sortie generation

II. Scope or Mission: Anti-Collision Lights are a high fail rate asset on the F-16 that the Air Force Repair

Enhancement Program shop acquires frequently. To keep up with the demands of this part, it is crucial that Airtronics repair, test and verify them. This would avoid possible future mission degradation.

III. Period and Place of Performance; ~ 6 weeks in Tucson, AZ

IV. Background: AFREP is an on base repair shop that acquires a plethora of unserviceable aircraft and back shop parts through LRS. AFREP strives to repair as many parts as possible to keep assets readily available and earn the Wing credit. A frequent Aircraft part that AFREP gets is the Anti-Collision Light. These lights require immense amounts of time, resources, and testing that would be beneficial to have the experts at Airtronics repair so that AFREP’s attention can be shifted towards other parts. Although costly to utilize Airtronics’ repair service, the exchange cost credit that the Wing receives from AFREP returning the part to LRS is nearly quadrupled while at the same time keeping the Anti-Collision Lights in stock to meet mission requirements as they are needed.

V. Performance Objectives:

1. AFREP sends Airtronics unserviceable Anti-Collision Lights

2. The parts undergo troubleshooting, repairs, and tests for serviceability

3. Assets get shipped back AFREP

4. AFREP returns the Anti-Collision Lights back into the Supply system at LRS

VI. Operating Constraints:

Items will be shipped to Airtronics for repair by AFREP and shipped directly back to AFREP upon completion.

Airtronics is SAM registered and an authorized repair company that conduct all repairs in house and will not outsource parts, work, or instructions elsewhere.

Note:

1. A SOO is a short (2 or 3 page) statement of the Contracting Officers objectives, instead of specific task and is included in an RFP instead of a PWS.

2. The RFP instructs each offeror to write a PWS as a part of its proposal.

3. Offerors propose tasks and standards to achieve Contracting Officers objectives.

4. The successful offeror s PWS becomes a part of the contract. The SOO is discarded.

greatly increases the work of source selection. Each proposed PWS must be carefully considered and its shortcomings and pitfalls identified and evaluated in terms of the buyers objectives.
