About this file
This document is a Statement of Objectives (SOO) for the repair of F-16 Anti-Collision Lights. The purpose is to ensure these high-failure aircraft parts are always available to avoid impacting mission requirements and sortie generation. The scope involves the Air Force Repair Enhancement Program (AFREP) shop acquiring unserviceable Anti-Collision Lights and sending them to a repair facility to undergo troubleshooting, repair, and testing before being returned to AFREP's supply system. The performance objectives are for AFREP to send unserviceable lights to a repair facility, have the parts repaired and tested, and then have the repaired assets shipped back to AFREP. The repair facility must be SAM-registered and conduct all repairs in-house without outsourcing. This SOO is associated with Solicitation Number FA480324QB065 for an Anti-Collision Light Repair Blanket Purchase Agreement (BPA) issued by the Department of the Air Force Air Combat Command.

Repair STATEMENT OF OBJECTIVES (SOO) 22 April 2024
I. Purpose: Ensure that Anti-Collision Lights are always readily available to avoid hindering mission requirements and sortie generation
II. Scope or Mission: Anti-Collision Lights are a high fail rate asset on the F-16 that the Air Force Repair Enhancement Program shop acquires frequently. To keep up with the demands of this part, it is crucial that AFREP finds a facility to repair, test and verify them. This would avoid possible future mission degradation.
III. Period and Place of Performance; Dependent upon repair facility.
IV. Background: AFREP is an on base repair shop that acquires a plethora of unserviceable aircraft and back shop parts through LRS. AFREP strives to repair as many parts as possible to keep assets readily available and earn the Wing credit. A frequent Aircraft part that AFREP gets is the Anti-Collision Light. These lights require an immense amount of time, resources, and testing that would be better suited for a third party so that AFREP’s attention can be shifted towards other repairs.
V. Performance Objectives:
1. AFREP sends unserviceable Anti-Collision Lights to a repair facility
2. The parts undergo troubleshooting, repairs, and tests for serviceability
3. Assets get shipped back AFREP
4. AFREP returns the Anti-Collision Lights back into the Supply system at LRS
VI. Operating Constraints:
Items will be shipped to a repair facility by AFREP and shipped directly back to AFREP upon completion. Facilities must be SAM registered and an authorized repair company that conducts all repairs in house and will not outsource parts, work, or instructions elsewhere.
