About this file
This is a Statement of Objectives (SOO) for a roof replacement project at Naval Air Station Joint Reserve Base (NAS JRB) Fort Worth, Texas, dated 30 April 2026. The project involves replacing the upper roof on Building B3356, which sustained damage during high winds that elevated the existing 60 mil TPO (thermoplastic polyolefin) roof and separated the TPO membrane from the parapet wall connections. The contractor must provide all equipment, tools, materials, supplies, transportation, labor, supervision, and management necessary to complete the work. All materials must be new and not refurbished.
The primary work requirements include: removing and salvaging lightning protection for reinstallation; removing the existing parapet wall cap, termination bars, and roofing system; furnishing and sheathing the roof and walls with 7/16" OSB using adhesive and drop anchors; furnishing and installing 60 mil single-ply TPO with t-joint covers over the roof and up and over walls; installing a new parapet wall cap around the perimeter in a color matching the existing or Dark Bronze; reinstalling the salvaged lightning protection; and patching 10 failing spots and curb joints on the lower section of the roof. The site is located on a military installation; the contractor must provide its own toilet facilities and water sources, though power connections for tools are available on-site.
