NORFOLK NAVAL SHIPYARD (NNSY)

STATEMENT OF OBJECTIVES (SOO)

Project: Lifting and Handling Device for Training Area

1.0 Purpose: NNSY requires a lifting and handling device specific to our weld training site, the successful design and installation shall provide NNSY with a safer option that reduces downtime and rigging operations. This supports mission critical training for the Navy.

2.0 Scope: The Government requires a contractor to design, have manufacturing capabilities, and installation capabilities for lifting and handling device.

3.0 Period and Place of Performance: Installation Services shall take place at Norfolk Naval Shipyard, Portsmouth, VA 23709, Building 163. The anticipated completion date inclusive of the design, manufacturing, and installation is 30 September 2021.

4.0 Background: Currently the shipyard is utilizing fork trucks and lifting pads eyes to locate 980lb plate from one table to the next. During current installation of ventilation project, the fork trucks path is reduced and a safer alternative is needed.

5.0 Performance Objectives: The objective is to have a lifting and handling device that can receive material from a downdraft table and relocate it into a positive 45 degree position jig ready to receive the plate. The jig and downdraft tables are in close proximity to each other. The plate material is always the same, it is 4’x4’x1.5” thick carbon steel plate. The plate material has a patch cut and prepped and tacked into it and will be welded once set in the jig. Plate removal from the jig will have to account for the raised welded area in the center of this plate. The reach of the lifting and handling device will have to be 30 foot in length and 17 feet max from point A to point B. The technical approach should disclose the basic lifting and handling device that would be proposed (i.e., bridge crane, industrial manipulator, robotic arm, etc.)

6.0 Deliverables / Schedule:

Deliverables shall include one (1) copy of the lifting and handling device design, one (1) fully functional and tested lifting and handling device.

7.0 Operating Constraints: Contractor will be required to get approval to enter shipyard based on current COVID mitigation actions, this will require information about the individuals state and county of residence and workplace. An escort will be required for site visits at all times. Area of design has newly installed overhead ventilation and hoods over certain work areas. Area in general is limited space. Workspaces and tables are not able to be relocated due to execution of current ventilation project. The ability to obtain a clearance for contractors will be required for potential installation team.
