About this file
This statement of need outlines specifications for the construction of a gangway and rotating turntable for the NOAA ship Bell M. Shimada. Key requirements include fabrication of an aluminum gangway 24 feet in length and 28 inches wide with a safe working load of 850 pounds, along with railings and mounting hardware. A rotating turntable platform is also to be supplied to accommodate the gangway width and attach to the ship structure, with the ability to stow vertically. Both the gangway and turntable must undergo load testing and be marked with restrictions, load ratings, and test dates. Materials, dimensions, and other details are provided to ensure the system meets applicable international and military standards for safety and functionality.

4 REQUIREMENTS
4.1 General Requirements
4.1.1 The contractor shall perform all work in accordance with the requirements the documents cited in paragraph 2 above.
4.1.2 The structure of the gangway, fittings and attachments should be such as to allow regular inspection, maintenance of all parts and, if necessary, lubrication of their pivot pin.
Special care should be taken to ensure that the welding connection works are properly performed.
4.1.3 The gangway and turn table shall be constructed primarily from marine grade aluminum alloy 6101 and 5086. 5086 shall be used as much as possible on aplicable flat surfaces.
4.1.4 All fasteners shall be CRSS 316 and have appropriate isolation barriers.
4.1.5 All joints shall be welded unless specified.
4.2 Gangway Requirements
4.2.1 The gangway shall be a beam type with a safe working load (SWL) of 850lbs and have the following dimensions:
Length 24 feet Width 28 inches (clear opening)
4.2.2 The gangway railings and stanchions shall be made of 2” schedule 40 aluminum pipe.
Stanchions shall be mounted into sockets to allow removal. The sockets shall have a mechanical means to hold the stanchions in place. The sockets shall be bolted to the beam to allow for removal when damaged. A small drain hole shall be made in each socket to allow for drainage.
4.2.3 The gangway tread will be flat and made from an extruded material that provides traction when wet (figure 1).
4.2.4 The gangway shall have four lifting pad eyes and line cleats as indicated in the attached drawing. Lifting plates shall be 5 inches long and made from 4“ x ½ “ aluminum plate. A one inch hole with a doubler shall be provided in the middle of each pad eye.
4.2.5 The shore end of the gangway shall have two 5 “pad eyes with rounded corners as indicated in the drawing. Pad eyes shall be made from ½” aluminum plate. A one inch hole shall be provided in the middle of each pad eye. No wheels or rollers are required
4.2.6 The ship end of the gangway shall have an addition cap of ½ “aluminum plate with 4 5” rounded pad eye tabs. The outboard tabs shall be notched and mate with a correct ponding pipe on the pedestal. The inboard tabs shall have a 1” hole to allow the placement of a rod securing the gangway to the pedestal.
4.2.7 The shore side end of the gangway railing shall have closed rails.
4.2.8 The gangway shall be clearly marked at each end with a plate showing the restrictions on the safe operation and loading, including the maximum and minimum permitted design angles of inclination, design load, maximum load on bottom end plate, and test date. If the maximum operational load is less than the design load, it should also be shown on the plate.
4.3 Rotating Platform Turntable Requirements
4.3.1 Fabricate/supply a platform turntable per references 2.6 and 2.7.
4.3.2 The platform turntable shall be sized to accommodate the width of the attached gangway.
4.3.3 The platform turntable shall be attached to the ship structure and hinged to allow stowage in the upright (vertical) position.
4.3.4 The turntable shall have a pivoting support bracket (yoke) that attaches to ship structure when deployed in the horizontal position. (Figure 2)
4.3.5 The Platform turntable and yoke assembly weights shall be the minimum necessary to meet the design requirements.
4.4 Testing
4.4.1 The gangway shall be load tested per the references in section 2. Test date and weight shall be included on the reference plate indicated in section 4.2.7.
