About this file
This document is a Statement of Need for the purchase and delivery of a new Lochinvar model KBX0650N-M13 boiler or equal, with detailed technical specifications and requirements. The key objectives are to replace an existing 650,000 BTU heating boiler with a new unit that meets specific dimensions, thermal efficiency, turndown ratio, and connection configuration requirements. The new boiler must be delivered, but installation is not required. The related federal contract opportunity, Solicitation Number F3H3G24038AQ02, issued by the Department of the Air Force Air Combat Command, seeks to procure this replacement boiler. The solicitation describes the same technical requirements outlined in the Statement of Need, including the needed boiler capacity, efficiency, and physical dimensions. A 1-year warranty on materials is required from the contractor.

Statement Of Need Project Title: B369 heating boiler purchase NextGen Work Task #: WT 14110207
1. Objectives:
The scope of work is to purchase and provide a new Lochinvar model KBX0650N-M13 boiler or equal; 650,000 BTU, with ASME SS heat exchanger, 50# ASME relief valve, alcromesh burner, up to 97% thermal efficient, 10 to 1 turn down, 6” exhaust vent and 4” fresh air intake, with outdoor reset, CSD-1 controls, flow switch, internal sequencing panel, and condensate neutralization kit.
Provided Item must meet the following specifications:
Boiler must be no larger in any dimension than 24” wide, 42” deep, 45” tall. Ideally, we need it closer to 15.5” wide. We really shouldn’t be going further than 10% from the current capacity range or we risk being completely unable to keep up with required heating load or becoming unbalanced in the system operation cycling between boiler 1 & boiler 2 in the facility.
The appropriate heating capacity is between 620,500 BTU – 718,400 BTU (output - rounded). That’s the current output +/- 10%. Turndown must also meet 10:1 standard as per current capability.
The current connection configuration is 2” water inlet & outlet, 6” vent and 4” fresh air intake (both CPVC), and 1” gas. For the new boiler the water piping sizes must be the same, the fresh air & exhaust size must be the same or smaller and able to use PVC or CPVC, the gas must be the same size or within +/- ¼”. The condensate drain size can change without issue. Water & exhaust & gas connections must be on the left side or back side of the boiler. The air inlet must be on the back side. The condensate outlet should ideally be on the left but could be on the back if needed. The control screen must be on the front. We could also accept the exhaust coming out the top of the boiler if need be.
The “Lochinvar model KBX0650N-M13 boiler” is the closest replacement model – the upgraded version of this series closest to the same size. They don’t manufacture the exact old model # (KBN701) anymore.
We’re asking for procurement and delivery of the boiler, not for a Contractor to install it.
The Contractor shall provide at least a 1-year warranty on all new materials.
