STATEMENT OF NEED - TRAILER-MOUNTED DEWATERING PUMP UNIT for the PERRY POINT VA MEDICAL CENTER

1. STATEMENT OF NEED: The Perry Point VA Medical Center has a requirement for a 3” trailer-mounted, diesel engine powered dewatering pump that will be used to evacuate unwanted water from flooded basements and tunnels under patient care buildings on the VAMC campus, where the flooding will cause the failure of chill water pumps that control the air conditioning for the buildings and prevent the delivery of food and pharmaceutical needs to patients in the buildings. The trailer-mounted pump unit shall have these salient characteristics:

1.1.1 Be mounted on a highway trailer with a three-inch pintle hitch and with lights meeting DOT standard.

1.1.2 Be powered by a Diesel engine with electric start.

1.1.3 Have a 3” inlet flange suction side, adapted down to a 2” female cam lock fitting.

1.1.4 Have a 3” outlet flange discharge side, adapted down to a 2” male cam lock fitting.

1.1.5 Have auto self/dry-prime capabilities.

1.1.6 Be capable of pumping at least 300 GPM with a minimum of 20’ suction lift.

1.1.7 Be capable of pumping solids up to 1 ½”.

1.1.8 Not be set up for Potable water only.

1.1.9 Come with a Warranty.

1.1.10 Come with owner’s & maintenance manuals.

1.1.11 Have simple operator maintenance limited to checking fluid levels and filters.

1.1.12 Have a liquid bath mechanical seal for dry running and reduced maintenance costs.

2. DELIVERY – The trailer-mounted pump unit shall be delivered to the Perry Point VA Medical Center, Attn: Billy Simmons - Building 11 Warehouse, 5th St. and Ave. G., Perry Point, Md 21902 within 180 days of contract award date.

2.1 The Contractor shall deliver under the resulting contract only domestic end products except to the extent that, in its quote, it specified delivery of foreign end products in the provision entitled "Buy American-Free Trade Agreements-Israeli Trade Act Certificate." If the Contractor specified in its quote that the Contractor would supply a Free Trade Agreement country end product (other than a Bahrainian, Korean, Moroccan, Omani, Panamanian, or Peruvian end product) or an Israeli end product, then the Contractor shall supply a Free Trade Agreement country end product (other than a Bahrainian, Korean, Moroccan, Omani, Panamanian, or Peruvian end product), an Israeli end product or, at the Contractor’s option, a domestic end product.
