About this file
This document is a Statement of Need (SON) for a micro-respiration system that can measure oxygen respiration in marine larvae, including bivalves and finfish, ranging in size from 80 μm to 1,700 μm. The system must be compatible with the existing Loligo micro-respiration system at the National Oceanic and Atmospheric Administration's (NOAA) Northeast Fisheries Science Center in Milford, CT. The contractor must provide a 24-channel optical fluorescence oxygen reader that can connect to up to 9 other microplate readers, measure oxygen saturation from 0-235% with a resolution of 2% air saturation and a precision of ±5% air saturation. The system must be airtight to prevent oxygen absorption from the atmosphere. This requirement is in support of several funded climate change projects that will investigate the physiological response of marine bivalve and finfish populations to changes in environmental conditions over the next three years.

STATEMENT OF NEED
Requisition #143021-24-0221
BACKGROUND / SCOPE / MISSION: The National Marine Fisheries Service laboratory at 212 Rogers Ave. Milford CT has a requirement for the measuring of respiration on marine organisms, specifically bivalves and finfish, that range in size from 80 µm up to 1700 µm.
Marine bivalve populations (oysters, surf clams, sea scallops) and finfish populations across the North Atlantic Continental Shelf are experiencing dramatic changes in environmental conditions from climate change (temperature and ocean acidification). Over the next three years, as part of several funded climate change projects, personnel in NOAA’s Northeast Fisheries Science Center (NEFSC) in Milford, CT will investigate physiological response to climate change through the measurement of respiration rates. A core microplate respiration system shall have the ability to measure oxygen respiration in a wide range marine larval bivalve and finfish sizes from 80 µm up to 1700 µm and connect to our existing Loligo micro-respiration system.
INTENDED USE / PURPOSE:
The contractor shall provide a micro-respiration system that measures oxygen respiration for marine larvae, including both bivalves and finfish, that is compatible with the existing Loligo micro-respiration system at the NOAA. The respiration chamber shall allow for individual measurement on respiration on individual marine larvae at small sample volumes (80 ul). The micro-respiration must be able to do 24 samples at one time. The micro-respiration wells shall include sensors to determine oxygen respiration for each of the wells, with the appropriate fiber cables to connect to the reader and the computer. The system shall be airtight to oxygen absorption from the atmosphere once the experiment is started. The system should also be able to be used for animals in multiple size ranges from 80 um to 1700 µm.
Contractor must meet and/or exceed the following salient and functional requirements:
Contractor shall provide all labor, material, supervision and shipping for the following equipment for a micro-respiration system:
● One real-time core 24-channel optical fluorescence oxygen reader for high through-put closed microplate respirometry
● Must be able to connect to up to 9 other microplate readers
● Must measure oxygen saturation state from 0 to 235%
● Must have a resolution of ±2% air saturation
● Must have a precision of ± 5% air saturation
● Must have a direct of <1% air saturation within one week
● Response time must be <30 seconds
● Must be able to hold a 24 well plate
● Must connect to a computer via USB for high throughput
● Must be compatible with MicroResp software
DELIVERY LOCATION: NOAA NMFS, 212 Rogers Ave. Milford, CT 06460.
DELIVERY SCHEDULE: Delivery of micro respiration plate would be within 30 days of receiving the contract and must be delivered between normal business hours, 8:00am – 4:00pm, Monday through Friday.
