About this file

This Statement of Need describes a requirement for the 60 OSK/OSK flight to procure five (5) PVS-31A night vision devices (NVDs) for SERE (Survival, Evasion, Resistance, and Escape) Specialists. The procurement aims to address the current lack of night vision equipment, which limits training scenarios and increases operational risk. The specified NVDs must meet detailed technical requirements, including being fully assembled, lightweight (under 460g), compatible with current dovetail helmet mounts, waterproof, powered by AA lithium batteries, and featuring white phosphorus technology with a minimum 40-degree field of view.

The document emphasizes the strategic importance of equipping SERE specialists with the same night vision devices used by aircrew to enhance training realism, interoperability, and mission effectiveness. The procurement is characterized as a "brand name or equal" request, indicating some flexibility in the specific product while maintaining rigorous performance standards. The requirement is part of a pre-solicitation effort by the Department of the Air Force Air Mobility Command to assess market availability, particularly among small businesses including disadvantaged, HUBZone, 8(a), service-disabled veteran-owned, and women-owned small businesses.

Statement of Need

For

60 OSK/OSK (PVS-31A)

Description: The SERE Specialist flight requires the procurement of five (5) PVS-31A units. Currently, we have no working night vision device which greatly increases risk and decreases potential training scenarios and learning outcomes. The PVS-31A's binocular design provides improved depth perception, situational awareness, and enhanced mobility, crucial for navigating challenging terrain and evading training scenarios in darkness. Furthermore, the PVS-31A's superior low-light performance and clarity enable more effective execution of complex tasks, such as map reading, signaling, and medical treatment, which are essential for survival and evasion. Equipping SERE specialists with the same NVDs used by aircrew allows for more realistic and effective training scenarios. This fosters better interoperability, streamlines training processes, and ensures both aircrew and SERE specialists are proficient with the same equipment, leading to improved coordination and overall mission success. It also allows SERE specialists to more accurately replicate real-world scenarios encountered by downed aircrew during training exercises. This is a “brand name or equal” request.

The contractor shall provide the following:
