About this file
This Statement of Need (SON) outlines the Joint Navigation Warfare Center's (JNWC) requirement for a commercial GPS spectrum and interference monitoring system to support PNT Operational Field Assessments (POFAs). The system must provide situational awareness and interference detection capabilities, specifically identifying interference on GPS L1 (1575.42 MHz) and L2 (1227.6 MHz) frequencies, with the ability to determine line of bearing/angle of arrival and display spectral content.
Key technical requirements include: an antenna design for PNT-SA measurements, 5-degree or better bearing accuracy to signal source, capability to record spectral content for later analysis, and a screen interface displaying interference effects and bearing information. The JNWC seeks at least one system to monitor GPS frequencies during annual field assessments, with the primary goal of maintaining situational awareness and detecting electronic attacks in the navigation warfare environment. The document is part of a procurement effort by the Department of Defense's NAVWAR Center of Excellence to enhance GPS frequency monitoring capabilities.

STATEMENT OF NEED
Title: POFA Equipment/PNT Situational Awareness Sensor
Requiring Activity Name: Joint Navigation Warfare Center (JNWC)
1.0 OVERVIEW
1.1 BACKGROUND
JNWC is the Department of Defense NAVWAR Center of Excellence. It provides DoD and U.S. Government entities with NAVWAR engineering, technical subject matter expertise, and honest broker NAVWAR assessments. The JNWC hosts and attends multiple POFAs (PNT Operational Field Assessments) every year and it is a requirement that SA (Situational Awareness) of the GPS frequencies are maintained during the field assessment and EA (Electronic Attack) can be detected in the environment.
1.2 OBJECTIVE
The JNWC is looking to fulfill its current need of a commercial GPS spectrum and interference monitoring system that provides SA and interference detection/location capability to support multiple POFAs executed every year.
1.3 SCOPE
The JNWC is looking for the contractor to deliver at least one system that can provide monitoring of the GPS frequencies for SA purposes for the JNWC POFAs.
2.0 REQUIREMENTS: Below are all the requirements including the actual systems specifications, the antenna arrays specifications, and the controller specifications.
1. Must have ability to identify when there is interference on the GPS L1 frequency (1575.42 MHz)
2. Must have ability to identify when there is interference on the GPS L2 frequency (1227.6 MHz)
3. Must be able to identify a line of bearing/angle of arrival for the interference occurring.
4. Must have or be capable displaying spectral content of GPS L1 and/or L2 on the screen.
5. Must have or be capable of having a screen interface that will display the effects of the interference and the line of bearing/angle of arrival occurring.
6. Must have an antenna design for PNT-SA measurements
7. Must have a accuracy of at 5 degree of better bearing accuracy to signal source
8. Must be able to record the spectral content for later analysis
3.0 DELIVERY
Delivery of items identified above shall be made to the following location:
Coarse Acquisition code a 1,023 bit long pseudonoise code (also pseudorandom binary sequence) (PN or PRN code) which, when transmitted at 1.023 megabits per second (Mbit/s), repeats every millisecond used for initiating location in
GPS.
