BLUF: USCC S4 is attempting to a contract with . Acquiring a contract with will provide automated recipe/menu management, automated mobile inventory, automated ordering/purchasing, and nutrition information website capabilities provided via a single platform (one company) not currently available to the
CM.
Open bidding will not produce a contract with a single platform vendor that integrates with USMAs prime vendor within the required timeline. The CM must be fully operational NLT 1AUG to meet the intent of the USCC senior leadership (FOC was briefed to CMDT & SUPT for 1APR, which will not happen). The service to input recipes into software and build a nutrition website with the info from recipes is estimated to take 3-4 months.
USCC & CM Operations & Nutrition Effort Background: USCC CM currently works off a manual inventory system to account for food and supplies, budget, and meal planning. With the current manual system in place, inventory has been labor-intensive which has made it difficult to forecast production and labor needs. Acquiring an automated system will enable the CM to accurately forecast needs by using daily and weekly reports that identify overproduction, menu financial performance, and cost of goods being purchased.
The program uses a nutritional recognition coding system to provide the Soldier with a quick assessment of the nutritional value of menu offerings and food products in the dining facility

USCC & CDT Mess (CM) Needs:
Automated recipe/menu management, automated mobile inventory, automated ordering/purchasing, and nutrition information website provided via a single platform (one company).
USCC & CM Desired Outcomes:
Provide nutritional information webcasting similar to other academic institutions and the other service academies.
Replace the manual supply system employed by the CM with automation capabilities.
Improve ration accountability and reduce food waste.
Army System: Army Food Management Information System (AFMIS)
AFMIS Capabilities:
Provides automated support to control the management and operation of the

AFMIS Limitations:

USMAs prime vendor subsistence catalog is not integrated into AFMIS. USMA prime vendor subsistence food catalog can be provided in A2A Flat File (Header, Detail and Summary records) or EDI 832 OG (X12 Format), which can not be read by AFMIS. This has been confirmed by SEC-Lee Customer Support, Training, and Deployment Lead, AFMIS & MEM, Mr. George Quarles.
Other Service Academy Service/Software Usage: The USNA uses Fusion and NetNutrition. USAFA uses only (no NetNutrition add on).

The RPF was cancelled by the ITES-3S COR. The COR recommended contacting the contracting office to create the performance work statement in support of our request.
Desired Sole Source through CBORD for Services/Software and Rationale/Justification:

USNA & USAFA also use . If USMA also procures , it will allow for inter transfer of academy subsistence while hosting events.
DLA is not the agent for USMA CM, therefore, we are unable to use AFMIS.
The CM is authorized by 10 USC 7440 to meet the food service requirements of
USMA and is exempt from Army food programs in accordance with AR 30-22 and DA Pam 30-22.
Per DoD 7000.14-R_Financial Management Regulation_Academy Dining Hall, the Superintendent of each academy is responsible for: assuring the efficient and effective management of the academy dining hall and its nonappropriated fund for the purchase of subsistence items.
