About this file

This is a Statement of Need for the procurement of portable power stations and solar charging equipment for Building 825 at Lackland Air Force Base in Texas, supporting the 433rd Maintenance Group (MXG). The facility experiences recurrent power outages that disrupt mission-critical operations in the Maintenance Operations Control Center (MOCC), Quality Assurance, command center, and administrative functions. The requirement encompasses three contract line items (CLINs): CLIN 0001 for 32 high-capacity portable power stations with 2,000 Watt-hours (Wh) battery capacity and 1,600W continuous/3,200W peak AC output; CLIN 0002 for 12 mid-capacity portable power stations with 1,000 Wh battery capacity and identical power output specifications; and CLIN 0003 for 15 weatherproof 100W solar recharging panels with 15-foot connection cords.

All power stations must be emissions-free, indoor-safe units certified for quiet operation without carbon monoxide or toxic exhaust, with solar charging compatibility featuring nominal 20V output/24V Voc, built-in integrated kickstands, and modular parallel link capability. Equipment must be highly portable with lightweight, compact design for rapid hand-carry deployment across multiple offices. The solar panels require high-quality tin-plated copper wiring with flame-retardant, heavy-duty PVC insulation suitable for outdoor environments to enable indoor power stations to charge from outdoor panels positioned in direct sunlight. No installation or facility modification is required as these are self-contained units. The document was issued on 24 September 2026 and serves as the purchasing approval specification for these items.

Statment of Need Office Workplace

Procurement of Portable Generators

FY 26 B825 Portable Generators

(Lackland AFB, USA)

433d MXG

24 September 2026

STATEMENT OF NEED

Bldg. 825

JBSA LACKLAND, TX

1.0 Scope

1.1 Brief Non-Technical Description

This requirement is for the procurement of portable, indoor-safe power stations to support mission-critical operations and maintain continuity of command during utility failures in Building 825. Building 825 experiences recurrent power outages that directly disrupt mission-critical operations. This facility serves as the central command and operational hub for the 433 MXG, housing the Maintenance Operations

Control Center (MOCC), Quality Assurance (QA), the MXG Commander and Chief, as well as Customer

Service, Training, and Maintenance Management. Continuous power is strictly required to provide uninterrupted operational and administrative support to the Aircraft Maintenance Squadron, Maintenance

Squadron, and Flight Ops. Because these are self-contained portable units, no installation or facility modification is required. This document serves as the purchasing approval specification for these items.

1.2 Scope of Work & Salient Characteristics

CLIN 0001: 32 EA High-Capacity Portable Power Stations

Battery Capacity: Minimum capacity of 2,000 Watt-hours (Wh) to support sustained backup power for multiple office systems.

Power Output: Continuous AC output of at least 1,600W continuous / 3,200W peak surge pure AC output to safely handle startup loads of desktop computers, communications equipment, and servers.

Environment & Safety: Must be fully certified for emissions-free, quiet, and completely safe indoor operation (no carbon monoxide or toxic exhaust).

Solar Charging Capability: Must be able to charge the unit’s battery with a Weatherproof 100W or better solar panel array; nominal 20V output / 24V Voc; built-in integrated kickstands; 15-foot connection cord; modular parallel link capability.

Portability: Highly lightweight, compact footprint, and designed for rapid hand-carry and instant deployment across different offices (MOCC, QA, Training, etc.).

CLIN 0002: 12 EA Mid-Capacity Portable Power Stations

Battery Capacity: Minimum capacity of 1,000 Watt-hours (Wh) to support sustained backup power for multiple office systems.

Power Output: Continuous AC output of at least 1,600W continuous / 3,200W peak surge pure AC output to safely handle startup loads of desktop computers, communications equipment, and servers.

Environment & Safety: Must be fully certified for emissions-free, quiet, and completely safe indoor operation (no carbon monoxide or toxic exhaust).

Solar Charging Capability: Must be able to charge the unit’s battery with a Weatherproof 100W or better solar panel array; nominal 20V output / 24V Voc; built-in integrated kickstands; 15-foot connection cord; modular parallel link capability.

Portability: Highly lightweight, compact footprint, and designed for rapid hand-carry and instant deployment across different offices (MOCC, QA, Training, etc.).

CLIN 0003: 15 EA 100W Portable Weatherproof Solar Recharging Panels

Length: Minimum length of 15 feet per cable.

Functionality: Designed to allow the portable power station to remain safely indoors while the connected solar panels are positioned outdoors in optimal direct sunlight.

Conductivity & Safety: Feature high-quality, tin-plated copper wiring to ensure fast, stable electrical transfer, minimize voltage drop, and maintain flame-retardant, heavy-duty PVC insulation suitable for outdoor environments.

Solar Charging Capability: Must be able to charge the unit’s battery with a Weatherproof 100W or better solar panel array; nominal 20V output / 24V Voc; built-in integrated kickstands; modular parallel link capability.
