1.0 PROJECT TITLE & REQUIRING ACTIVITY

Project Title: Acquisition of High-Reach articulating Boom Lift and Specialized Scissor Lifts

Requiring Activity: 9th Civil Engineer Squadron (9 CES), Structure Shop, Beale AFB, CA

Document Type: Statement of Need (SoN) for Commercial Equipment Acquisition

2.0 BACKGROUND & PURPOSE

The 9th Civil Engineer Squadron (9 CES) Structure Shop at Beale Air Force Base is responsible for the continuous structural maintenance, facility upkeep, and structural repair of critical infrastructure across the installation. To perform high-level structural work safely, e iciently, and in compliance with Occupational Safety and Health Administration (OSHA) standards, the squadron requires reliable high-reach aerial work platforms.

Currently, the squadron has an operational deficit in both ultra-high-reach articulating boom capabilities and highly maneuverable indoor/outdoor scissor lifts. The purpose of this acquisition is to procure one (1) high-reach articulating boom lift (Base Requirement) and up to three (3) distinct, specialized scissor lifts (Options 1, 2, and 3) to support diverse maintenance profiles ranging from deep indoor electrical and ceiling tasks to heavy-duty rough-terrain exterior structural repairs.

3.0 SCOPE OF PROCUREMENT

This requirement is for the procurement of brand-new, currently in-production commercial aerial lift equipment. All items must be generic in description, with no brand-name restrictions, but must meet or exceed the highly specific technical performance capabilities outlined below.

Base: One (1) High-Reach Articulating Engine-Powered Boom Lift (minimum 125-foot platform height)

Option 1: One (1) Ultra-Narrow Electric Slab Scissor Lift (minimum 19-foot platform height)

Option 2: One (1) Ultra-Narrow Electric Slab Scissor Lift with Floor Protection (minimum 25-foot platform height)
