About this file
This statement of need outlines procurement requirements for anti-vibration tables and vacuum housings from Agilent Technologies to protect sensitive laboratory instrumentation. The National Oceanic and Atmospheric Administration's Northwest Fisheries Science Center requires eight anti-vibration mass spectrometer benches and five vacuum pump housings from Agilent to mitigate vibrations from nearby bridge construction. The benches must accommodate specific GC/MS, GC-MS/MS, and LC-MS/MS instruments and include enclosures for vacuum pumps. Products must be delivered within 90 days of award and have a minimum one-year warranty. Installation and training will also be provided. The related solicitation was issued by NOAA for these items under opportunity number NFFP7210-23-02542JRW.

STATEMENT OF NEED FOR SUPPLY
PURPOSE: Procurement of anti-vibration tables and vacuum housings for sensitive laboratory instrumentation from the instruments’ manufacturer, Agilent Technologies INC.
SCOPE OR MISSION: Procurement of anti-vibration tables and vacuum pump housings for the Environmental
Chemistry Program’s (ECP) multiple mass spectrometer instruments (MS) including GC/MSs, GC-MS/MS and LC-
MS/MS instrumentation.
BACKGROUND: In preparation for the nearby Washington SR 520 bridge replacement construction, the ECP has been tasked with laboratory vibration mitigation for their sensitive instrumentation. These anti-vibration tables and vacuum housings will protect the ECP’s GC/MSs, GC-MS/MS and LC-MS/MS that supports the Northwest
Fisheries Science Center’s (NWFSC) quantitative chemical tracer analyses, a core capability supporting NWFSC’s mission.
These instruments are sensitive to vibration and, depending on the intensity and duration of the vibration, could be significantly damaged as a result.
TECHNICAL SPECIFICATIONS: The ECP requires the following Agilent anti-vibration tables and vacuum pump housings for the ECP’s mass spectrometry instruments (GC/MSs, GC-MS/MS and LC-MS/MS) and corresponding vacuum pumps:
Quantity (7) - G3215A Mass Spec Bench. 48” L x 30” D x 31.5 ” H for GC/MSs and GC-MS/MS. Anti-vibration-stability tested according to 61010-1 IEC:2010 section 7.4
Quantity (1) - G3215A Mass Spec Bench. 48” L x 30” D x 31.5” H for LC-MS/MS. Includes enclosure for up to two rough pumps with cooling fans for pumps. Anti-vibration-stability tested according to 61010-1 IEC:2010 section 7.4
Quantity (4) - G6014B Quiet Covers for GC/MS vacuum pumps. Anti-vibration-stability tested according to 61010-
1 IEC:2010 section 7.4
Quantity (1) - G3199C Quiet Cover II for GC-MS/MS vacuum pump. Anti-vibration-stability tested according to
61010-1 IEC:2010 section 7.4
These anti-vibration tables are built specifically for use with the ECP’s Agilent instrumentation, taking operation height, access and instrument weight into consideration. The vacuum pump housings that Agilent supplies are specific to the size of vacuum pump sold with each specific Agilent instrument, ensuring that each one will be compatible, allowing for optimal operation. With lab space being limited, and extremely valuable, it is pertinent that the anti-vibration tables take up as small of a footprint as possible, yet fitting all our mass spectrometers. Agilent’s tables are the same footprint as the specified instrument that will be mounted on each, allowing for minimal laboratory re-organization.
These anti-vibration tables and vacuum housings need to have at least a one-year standard warranty, and come with installation and familiarization training.
PERIOD OF PERFORMANCE: Date of award plus 90 days.
DELIVERABLE SCHEDULE: The product shall be delivered to the following address:
Northwest Fisheries Science Center
2725 Montlake Blvd. East
Seattle, WA 98112
