About this file
This document is a Statement of Objectives (SOO) for a burn trainer acquisition by Offutt Air Force Base Fire & Emergency Services.
Offutt AFB seeks to purchase a burn box trainer that provides realistic, consistent training in thermal imaging, ventilation, tactical fire attack, and fire behavior in compliance with NFPA 1801, 1403, and 1700 standards. The trainer must feature a 2-story design with a 1-story garage, both with ventilatable roofs, constructed from ceramic-coated steel. The 2-story portion should measure approximately 3' W x 2.75' D x 3' T at the peak, while the 1-story garage should be approximately 1.75' W x 2' D x 2' T. The prop must include multiple operational doors and windows, methods for isolating interior spaces and reconfiguring interior layouts, a portable metal stand for eye-level use (approximately 4'), a swivel bar with lifting crank, assembly tools, a prop pike pole, water application method, fuel loads, instructor reference materials, and thermal imaging guides. Additionally, the vendor must provide a comprehensive train-the-trainer course covering prop operation, operational capabilities, fire behavior dynamics, and practical thermal imaging applications in firefighting. All training materials will be delivered on an external drive for ongoing reference and instruction.
