About this file
This document is a Statement of Need for the procurement of commercial washers and dryers for the Erie VAMC (VA Medical Center) Environmental Management Services (EMS) Department. The existing industrial washers and dryers have reached the end of their lifespan and require replacement.
The key requirements include procuring commercial washing machines and dryers that meet specified size, electrical, load capacity, and detergent compatibility criteria. The washers and dryers must be from the same manufacturer, preferably Electrolux brand models. The contractor is required to properly install the new equipment, coordinate with the facility, provide training to EMS staff, and ensure the machines are fully operational. The related federal contract opportunity is a pre-solicitation for the procurement of these commercial washers and dryers at the Erie VAMC.

STATEMENT OF NEED
Washer and Dryers for EMS, Laundry Erie VAMC (562)
Background: The Erie VAMC, EMS Department, has two deteriorating industrial washers and two deteriorating industrial dryers that have all reached end of life. The machines are now rusted, have non-repairable water leaks and are inefficient needing multiple drying cycles to adequately launder patient clothing leading to increased cost to government (utility services, labor hours, service calls, etc.).
Salient Features:
Commercial washing machine requirements:
· Brand name or equal Electrolux Model # EED-665 (Preferred brand and model)
· Space:
· Both washers must be able to fit in a space no larger than L67”x W37”x H 66”
· Electrical:
· Voltage 208-240 volts 1 phase, 60hz
· Total input 1.1 kw 15A, minimum supply circuit ampacity 6A
· Inverse time circuit breaker 15A, 2 wire connection.
· Minimum load capacity of 62 lbs. each
· Detergent/soap – must not require high efficiency detergent, must be able to use powdered laundry soap and have the capability of adding an aftermarket automatic chemical dispensing unit if desired.
Commercial dryer requirements:
· Brand name or equal Electrolux Model # DE-683 (Preferred brand and model):
· Space:
· Both dryers must be able to fit in a space no larger than L82”x W61.5”x H73”
· Electrical:
· Voltage 120 volts 1 phase, 60hz
· Total input 2.1 kw 15A
· Inverse time circuit breaker 20A, 2 wire connection.
· Minimum load capacity of 82 lbs. each
The washers and dryers must be the same manufacturer. (Electrolux is preferred brand)
The washers and dryers must be compatible with the existing steam supply not exceeding 100 PSI. Our existing steam supply operates at a constant pressure of 80-90PSI. Washers and dryers selected for this facility must be compatible with this pressure range. Anything lower than 80 PSI would require a reduction station. A reduction station would not fit in the allocated space.
Installation:
· The contractor must properly install the new washers and dryers in accordance with the installation manual.
· The contractor must coordinate installation dates with Environmental Management Services, EMS, to only disrupt laundry services for one business day only.
· The installation must occur Monday through Friday between the hours of 7 AM to 4 PM, not to include any federal holidays.
· The work will be performed at:
Erie VA Medical Center EMS Laundry, Rooms BE10 and BE11 135 East 38th Street Erie PA, 16504
· The contractor must provide EMS with a four-week window to which the installation will occur. This will allow EMS the opportunity to coordinate services with FMS and coordinate laundry services for staff and residents.
· The contractor must remove and dispose the existing washers (2) and dryers (2).
· The contractor must perform testing of each machine and ensure each machine is performing according to the manufacturer’s specification. In the event a machine or machines are not operating properly after installation the contractor must correct issues at no additional cost to the government before the contract can be completed.
· The local facility’s Facility Maintenance Service (FMS) must make the steam connections and inspect after installation and operation of each machine to ensure the machines are operating safely per VA regulations.
· Any discrepancies must be brought to the attention of the contractor immediately and a written description and recommended corrections shall be provided to the COR/PM/EMS Chief and the contractor.
· Upon completion of discrepancy remediation, if any other discrepancies are noted, Facilities Maintenance Service, FMS, will reinspect. This step can be completed as many times as possible until all machines are 100% operational.
· Local facility’s Safety and Occupational Health as well as FMS must review and approve the installation prior to EMS accepting the job as completed.
Training:
· The contractor must provide training to a group of no more than 30 people on the operation of the new machines.
· The training must occur Monday through Friday between the hours of 7 AM to 4 PM, not to include any federal holidays.
· The training must be completed between the day of installation and up to the close of business two business days after installation has been completed.
· The training must complete the following:
· Safety issues pertaining to the operation of the washers and dryers.
· The components of the washers and dryers.
· The operation of the washers and dryers.
· The daily maintenance of the washers and dryers.
· Other maintenance of the washers and dryers.
· When to contact the manufacturer for repairs or reprogramming.
If vendor will be on station:
Contractor will be on station to provide service and therefore required to take the generalized privacy training: Privacy Training for Personnel Without Access to VA Computer Systems or Direct Access to or the Use of VA Sensitive Information
Contractor can self-enroll in TMS, take VA Privacy Training course # VA20939, and provide a copy of the completed training certificate to the government point of contact or COR if applicable.
