STATEMENT OF NEED:

C-130 NP2000/EPCS ADVANCED MOBILE UNIVERSAL ELECTRICAL TESTER

(AMUET)

Requiring Activity Name: AFLCMC/WLNE

1.0 SCOPE

The USAF seeks solutions to combat on-aircraft intermittent wiring issues, specifically for the C- 130.

1.0.1 Background

A new and unique electrical system testing technology has been identified to address common issues facing aging military aircraft fleets to quickly find and repair electrical faults and track wiring performance by tail number over time. While there are several existing large circuit analyzers currently used in the aircraft industry, the ability to check aircraft electronics and wiring systems at a reasonable investment cost are not always achievable with these analyzers.

There is an issue using elaborate circuit analyzers at a remote aircraft hangar or maintenance facility due to their size, cost, and complexity. The issues with checking aircraft electronics and wiring systems quickly, effectively, and within reasonable cost targets are universal. Generally, the worst-cases are with military aircraft due to their age and deteriorating systems coupled with multiple wiring/system upgrades over time.

The AMUET capability provides for Electronic Wiring Interconnect System (EWIS) subsystem integrity validation, trending analysis supporting predictive, and preventative maintenance and the availability of multiple built-in troubleshooting tools. As the AMUET is federated, and not connected to the Air Force network, the data it collects is used to generate trend and failure data.

With these advantages, AMUET deployment and use in quickly validating and/or restoring EWIS integrity can also serve to reduce costly false avionics component removals, down time associated with repetitive No Fault Found (NFF) maintenance, and the incomplete diagnostics related to handheld meters, thus further improving aircraft availability. The AMUET platform size and cost advantages provide opportunities for fielding at every level of maintenance, providing the warfighter with enhanced capabilities to address aircraft system/subsystem reliability and availability at significantly lower man-hour costs. One technician can do a full diagnostic/repair/doc of a specific subsystem in less than 45 minutes as validated through a Business Case Analysis (BCA) during the AMUET project.

1.0.2 Objectives

Procure a quantity of two (2) each.

2.0 Products and Maintenance Services

The contractor shall provide products as configured below with associated maintenance services.

This requirement has been reviewed and contains no services that are inherently governmental functions. All services are strictly non-personal in nature. All equipment is required to be new equipment. The products are:

2.1 Hardware

Item 1: AMUET NP-2000 Test Kit Brief description: AMUET to aid in decrementing overall aircraft wiring test prior to install of new NP2000 Blade Assembly to increase Aircraft Availability rates.

3.0 Installation and additional services

3.1 Installation

4.0 INSPECTION AND ACCEPTANCE

The delivery point of contact (POC) is responsible for inspection and acceptance of all items, incoming shipments, documents, and services.

4.1 Acceptance Criteria

Certification by the Government of satisfactory goods or services provided is contingent upon the Contractor performing in accordance with the terms and conditions of the referenced agreement, this order, and all amendments.

4.2 Invoice Review

The Delivery POC may reject or require correction of any deficiencies found in the invoice or receiving report. In the event of a rejected invoice or receiving report, the Contractor must be notified in writing by the Delivery POC of the specific reasons for rejection.

5.0 DELIVERABLES

5.1 Delivery Address

All items shall be delivered to the addresses indicated in paragraph 2.1.

5.2 Shipping

The Contractor shall make use of commercial best practices in the packing and shipment of packages, unless otherwise stated in this order. Offers may be submitted based on F.O.B.

Destination.

794d). Specifically, the procurement, development, maintenance, or integration of electronic and information technology (EIT) under this contract must comply with the applicable accessibility standards issued by the Architectural and Transportation Barriers Compliance Board at CFR part 1194.

AMUET NP-2000 Kit. The device must meet the following requirements: Portable, wireless connectivity, adaptable to changes in ACFT configuration, ability to track wire degradation, aid in wire harness assembly, remote access capable ability to auto learn configurations, TDR capable, LCR capable, the ability to track fleet level trending.
