About this file
This is a Statement of Need (SON) for bird netting installation at two fire stations at Beale Air Force Base, California. The requirement is a turn-key project to procure and install high-durability, commercial-grade bird deterrent netting and wire framework at Fire Station 1 and Fire Station 2 to exclude English Sparrows from overhead structures. The contractor must provide all labor, tools, equipment, materials, transportation, and supervision necessary for completion. Fire Station 1 requires approximately 175 feet by 100 feet of netting installation, while Fire Station 2 requires approximately 40 feet by 40 feet. All netting must have a maximum mesh opening of 3/4-inch (0.75") to effectively exclude English Sparrows. The work is driven by health and safety concerns related to accumulated bird droppings in the facilities, asset protection needs due to corrosive guano damaging emergency response vehicles and equipment, and operational readiness requirements.
Technical specifications require heavy-duty, multi-strand polyethylene netting that is UV-treated, flame-resistant, and rot-proof, along with a robust tensioned wire framework of stainless steel or galvanized material securely anchored to building structures. The contractor must clean and sanitize all targeted overhead areas prior to installation and ensure the system does not interfere with overhead apparatus doors, bay lighting, ventilation systems, electrical conduits, or fire suppression systems. All work must be completed within 45 calendar days from contract award, Monday through Friday, 0730 to 1500 hours, coordinated with the Fire Chief. The contract pricing structure includes three separate line items: CLIN 0001 for Fire Station 1 materials, CLIN 0002 for Fire Station 2 materials, and CLIN 0003 for installation services at both locations. Work locations are Building 11051 (Fire Station 1, 7195 Firehouse Road) and Building 3302 (Fire Station 2, 1510 Gavin Mandry Drive), both at Beale AFB, California 95903. All contractor personnel must comply with base security requirements, enter via Wheatland Gate, provide valid identification including state Real ID, and have no felony convictions or pending charges. Entry Access List requests must be submitted 10 days prior to work commencement.

Statement of Need (SON)
Project Title: Bird Netting Installation at Fire Stations 1 & 2, Beale AFB, CA
1.0 Objective
The objective of this requirement is to procure and install high-durability, commercial-grade bird deterrent netting and wire framework at Beale AFB Fire Station 1 and Fire Station 2. This is a turn-key project requiring the contractor to provide all labor, tools, equipment, materials, transportation, and supervision necessary to complete the installation.
2.0 Background & Mission Impact
Beale AFB Fire Stations 1 and 2 house 24/7 mission-essential emergency response personnel and millions of dollars in structural and airfield fire apparatus. Currently, local English Sparrow populations are nesting in the overhead rafters, support beams, and bay structures of both facilities.
• Health and Safety: Accumulated bird droppings (guano) create an unsafe, unsanitary, and hazardous work environment for personnel, violating federal and Air Force occupational health standards.
• Asset Protection: Bird droppings are highly corrosive and are actively damaging emergency response vehicles, protective gear (turnout gear), and sensitive communication equipment housed in the open bays.
• Operational Readiness: Preventative bird netting is required immediately to mitigate these health hazards and protect critical Department of War emergency response assets.
3.0 Specific Performance & Dimensions
The contractor shall install wire framework and specialized bird netting tailored to exclude English Sparrows at the following locations and dimensions:
Location Scope of Work & Dimensions Target Species
Mesh Size Requirement
Fire Station 1
Install tensioned wire support framework and approximately 175’ x 100’ section of bird netting.
English Sparrows
3/4-inch (0.75") mesh or smaller
Fire Station 2
Install tensioned wire support framework and approximately 40’ x 40’ section of bird netting.
English Sparrows
3/4-inch (0.75") mesh or smaller
4.0 Technical & Material Specifications
• Mesh Size (Critical for Sparrows): Because the target species is the English Sparrow, all netting MUST have a maximum mesh opening of 3/4-inch (0.75").
Standard 1-inch or 2-inch netting is unacceptable as sparrows can easily bypass it.
• Material Quality: Netting must be heavy-duty, multi-strand polyethylene, UV-treated, flame-resistant, and rot-proof.
• Wire Framework: The contractor must install a robust, tensioned perimeter wire/cable framework (stainless steel or galvanized) securely anchored to the building structure to support the netting and prevent sagging over time.
• Site Prep: Prior to installing any netting, the contractor shall clean and sanitize all targeted overhead beams, rafters, and installation surfaces, removing existing nests, debris, and bird droppings.
• System Compatibility: The installation must not interfere with the operation of overhead apparatus doors, bay lighting, ventilation systems, electrical conduits, or fire suppression/sprinkler systems.
• Equipment: The contractor is responsible for providing all necessary lift equipment (e.g., scissor lifts, boom lifts) required to reach overhead structures.
5.0 Period and Place of Performance
• Locations:
• Fire Station 1: 7195 Firehouse Rd, Beale AFB, CA 95903, Building 11051
• Fire Station 2: 1510 Gavin Mandry Dr, Beale AFB, CA 95903, Building 3302
• Period of Performance (PoP): All work shall be completed within 45 calendar days from the date of contract award. Work shall be closely coordinated with the Fire Chief to ensure emergency response capabilities are not degraded during installation.
• Services shall be performed at Beale AFB, California 95903. Normal duty hours are Monday through Friday, 0730 to 1500. Work shall not be scheduled on 9 RW/ACC Family Days or the following Federal Holidays:
Federal Holiday Date / Observed New Year's Day 1 January MLK Jr. Birthday Third Monday of January President's Day Third Monday of February Memorial Day Last Monday in May Juneteenth 19 June Independence Day 4 July Labor Day First Monday in September Columbus Day Second Monday in October Veterans Day 11 November Thanksgiving Day Fourth Thursday in November Christmas Day 25 December
6.0 Entry and Security
• All contractor(s) and/or sub-contractor(s) vehicles shall enter the base via Wheatland Gate and are subject to inspection. Personnel must have valid registration and insurance on hand for their vehicles entering the installation.
Personnel shall obtain base passes or be listed on the Entry Access List (EAL).
The EAL request shall be submitted to the Government ten (10) days prior to needing access. All personnel employed by the contractor and/or sub-contractor in the performance of this contract shall abide by all security instructions and directives of Beale AFB. The Government will provide a member of 9 CES/CEF to escort all contractors while on the flightline.
• Gaining entry to Beale AFB is only authorized by personnel that have no felony convictions/pending charges. They must have (2) forms of identification. 1 of the forms of identification must be a state Real ID.
