About this file

This is a Statement of Need for an urgent purchase by the National Weather Service to replace end-of-life water level sensors and dataloggers supporting tsunami warning operations.

The National Tsunami Warning Center (NTWC) and Pacific Tsunami Warning Center (PTWC) require replacement of critical equipment to maintain their operational capability to detect tsunamis and issue timely alerts to coastal communities. The required equipment consists of ten pressure water level sensors (8 for NTWC, 2 for PTWC), ten radar water level sensors (5 each for NTWC and PTWC), ten radar sensor cables (5 each), ten radar mounting brackets (5 each), and six dataloggers (all for NTWC). Specific part numbers and technical specifications are provided, including CS456 PressureTransducers with SDI-12/RS-232 interfaces, titanium construction rated 0-145 psig with 0.1% accuracy, RangeVue15 SDI-12 radar sensors with 15-meter range and -40 to +80°C operating temperature, VueCBL1 sensor cables with 30-meter length and ferrule-terminated wires, RangeVue mounting brackets, and CR6-RF407-ST-CC dataloggers with 900MHz radio capability and Campbell calibration. Upon award, eight pressure sensors, five radar sensors, five cables, five brackets, and six dataloggers deliver to the National Tsunami Warning Center in Palmer, Alaska (ATTN: Bob Olson), while two pressure sensors, five radar sensors, five cables, and five brackets deliver to NOAA IRC in Honolulu, Hawaii (ATTN: Karl Abrahamzon). The point of contact is James Gridley, Director of Tsunami Operations & Research, National Weather Service.

STATEMENT OF NEED

142070-26-0113

PURPOSE: In support of the National Weather Service (NWS) National Centers for Environmental Prediction (NCEP) Ocean Tsunami Center (OTC) National Tsunami Warning Center (NTWC) and Pacific Tsunami Warning Center (PTWC), complete an urgent purchase to replace existing end-of-life water level sensors consisting of ten (10) pressure water level sensors, ten (10) radar water level sensors, ten (10) cables and mounting brackets for radar water level sensors, and six (6) dataloggers that are compatible with existing and new equipment.

SCOPE OR MISSION: National Weather Service’s (NWS) mission is to provide weather, tsunami alerts, forecasts and impact-based decision support services for the United States, its territories, and international partners, for the protection of life and property and enhancement of the national economy. To support NTWC and PTWC’s operations and mission, refresh of critical end-of-life water level sensors and dataloggers is essential.

BACKGROUND: NTWC and PTWC have an urgent need to replace existing end-of-life water level sensors and dataloggers to have the capability to support their operational missions. Two types of water level sensors, pressure water level sensors and radar water level sensors, are required to ensure proper detection of Tsunami in all situations and locations. This capability enables the Tsunami Centers to issue appropriate, timely alerts to coastal communities, thus protecting life, limb, and property. A datalogger that is compatible with these new and the existing water level sensors is required to store and timestamp sensor measurement data in local memory to ensure continuous monitoring and troubleshooting should there be an issue transmitting data to two Tsunami centers.
