About this file

Summary

This is a specifications document detailing technical requirements for an Astro drone platform procurement. The drone platform must support multiple spectral sensors, including the Micasense RX dual camera and WIRIS thermal camera, with customizable payload mounts allowing mission-based sensor exchanges. The platform must achieve a minimum flight time of 15 minutes under full payload to enable harmful algal bloom mapping and must obtain NOAA airworthiness certification approval for Wide Area Field Operations. Compliance with NOAA UAS training programs and all regulations under the National Defense Authorization Act (NDAA) and Federal Communications Commission (FCC) is mandatory.

The Astro platform specifications include an unfolded diameter of 55.4 inches, empty weight of 6.8 pounds, and maximum payload capacity of 3.3 pounds with a maximum gross takeoff weight of 14.7 pounds. Flight time without payload is 39 minutes and 25 minutes with full payload. The platform features vibration-isolated Smart Dovetail mounts, operating temperatures from -4° to 122°F, and multiple input/output connections (VBAT Power Out, USB C, PWM, UART, TELEM, CAN). The flight controller includes a Cortex-A53 computer with LTE connectivity, supporting BLE, WiFi, USB C, and LTE for North America, along with multi-band GNSS capability (L1/L2 GPS, GLONASS, Beidou, Galileo). The 21.6V lithium-ion battery system provides 157 Wh capacity with 80 A continuous current and 120 A peak current capability. RTK functionality delivers centimeter-level precision for stable height and position holding.

SPECIFICATIONS AND DESCRIPTIONS

The following specifications must be met in order to fulfill this bona fide need, justified by this procurement request.

The drone platform must be able to support multiple spectral sensors, including the dual camera Micasense RX, and WIRIS thermal camera. The platform must be able to support the sensor payload as well as allow exchanging payloads based on the mission requirements. Even with the addition of the sensor payloads the platform must have a flight time 15 minutes or greater to allow for harmful algal bloom mapping. The platform must pass the NOAA UAS requirements to meet the airworthiness certification for the Wide Area Field Operations. The platform must be covered under NOAA UAS training program in order to meet the NOAA training requirement. The platform must be compliant under all UAS regulations from both the (National Defense Authorization Act) NDAA and FCC.
