About this file

This is a Statement of Need for a federal procurement by the National Oceanic and Atmospheric Administration (NOAA).

NOAA's Office of Marine and Aviation Operations seeks replacement parts for the MVP-200 Moving Vessel Profiler system installed on NOAA Ship THOMAS JEFFERSON. The MVP-200 is a specialized oceanographic instrument used on NOAA hydrographic survey vessels to collect sound velocity profile data that configures multibeam sonar systems during acoustic data collection. The system comprises a computer system, winch unit, tow cable, and towed body with MicroCTD sensors to measure water temperature and salinity. The original towed body was lost during normal operations when the tow cable parted. NOAA requires the purchase and delivery of the following replacement components manufactured by AML-Oceanographic Corporation: one 660-meter electro-mechanical tow cable (P/N 001022106-660m); three single sensor tow bodies (P/N 00102B000); two MVP200 SSFFF retaining cups (P/N 00102A004); three tow cable re-termination kits (P/N CSE-0069); two MVP•X2 instruments configured with specified CT and pressure parameters rated to 1000 meters depth (P/N PKG-MVPX2-CTD-10); and two AML power modules and cables for integration into the MVP 200 SSFFF towbody (P/N TSE-SSF-PWM-AML-200). All materials must be shipped to NOAA OMAO Marine Operation Center Atlantic, 439 West York Street, Norfolk, VA 23510.

STATEMENT OF NEED

1. Introduction/Background: (Describe the Departments purpose/mission and the current environment)

NOAA’s Office of Marine and Aviation Operations manages and operates a fleet of 15 Oceanographic Survey ships and 7 regional port offices to support ship operations and maintenance. The shipboard Multibeam Echo Sounders installed on NOAA ships use precise sound velocity determined by sampling the water temperature and salinity from the surface through the water column to assist in determining proper system configuration and to predict the sound propagation properties during Hydrographic Charting missions. The MVP-200 Moving Vessel Profiler system accomplishes this while the ship is underway by deploying a towed body from the surface to a predetermined depth to collect and derive the sound velocity profile data.

Information on what MVP-200 Moving Vessel Profiler is:

The MVP-200 Moving Vessel Profiler is a very specialized system and is used on NOAA hydrographic survey vessels to collect sound velocity profile data that is applied to the configuration of multibeam sonar systems used in the collection of acoustic data during hydrographic survey missions. The system is comprised of a computer system, a winch unit, a tow cable and the towed body with MicroCTD sensors to sense the water temperature and salinity as the towed body is deployed and retrieved through the water column.

AML-Oceanographic Corporation is the manufacturer of MVP-200 systems. Since the towed body with MicroCTD sensors was lost during normal operations when the tow cable parted, NOAA has a need to procure replacement parts to restore full system functionality on the MVP- 200 system installed on NOAA Ship THOMAS JEFFERSON.
