About this file
This Statement of Need details NOAA's requirement for six CastAway CTD (Conductivity, Temperature, Depth) units from Xylem, Model CA-CTD, for oceanographic, fisheries, and hydrographic missions. The instruments are compact, hand-deployable, and can measure salinity, temperature, and depth up to 100m, supporting critical data acquisition for multibeam sonar operations, safe navigation, and scientific research. Delivery is requested ASAP, with four units to be sent to the Marine Operations Center-Pacific in Newport, OR, and two units to the Marine Operation Center-Atlantic in Norfolk, VA, to address current equipment limitations, reduce operational risks, and standardize data collection capabilities across NOAA's fleet and shore-based field projects.

STATEMENT OF NEED
Castaway CTD Units
PURPOSE:
The purpose of this procurement is to provide NOAA field teams with reliable, portable CTD units to enable consistent water column profiling in support of mission-critical data acquisition.
CastAway CTDs are already utilized in the fleet and offer ease of use, rapid deployment, and standardized workflows that directly improve the accuracy of multibeam sonar operations, fisheries survey data, and oceanographic research. This investment will ensure NOAA maintains operational readiness, enhances data quality, and meets mission requirements for safe navigation, fisheries management, and environmental stewardship.
BACKGROUND:
NOAA requires additional CastAway CTD (Conductivity, Temperature, Depth) units to support fleetwide oceanographic, fisheries, and hydrographic missions. These compact, hand-deployable instruments provide rapid, reliable, and high-resolution measurements of salinity, temperature, and depth, which are critical for characterizing the water column. CTD data are essential for ensuring accurate sonar sound velocity corrections, validating shipboard sensor systems, and supporting a wide range of science missions. Current units in the fleet are limited, aging, or deployed to specific ships and projects, restricting availability and creating operational risk.
Procurement of new CastAway CTD units will standardize capabilities, reduce downtime due to equipment failure, and ensure consistent, high-quality data collection across NOAA vessels and shore-based field projects.
