About this file

The Statement of Need details a procurement requirement for five (5) PVS-31A night vision devices (NVDs) for SERE (Survival, Evasion, Resistance, and Escape) Specialists at Travis Air Force Base. The night vision goggles are critical for improving training scenarios, providing enhanced depth perception, situational awareness, and mobility during low-light and darkness training exercises. The solicitation (FA442725Q1113) is a brand name or equal opportunity with specific equipment requirements, including full assembly, compatibility with current dovetail helmet mounts, and lightweight design.

Key procurement details include a firm fixed price contract, a 30-day delivery requirement after award, and involvement of the Department of the Air Force Air Mobility Command. The solicitation was previously issued under FA442725Q1070 and is being re-solicited due to requirement changes. Contractors must submit a personalized quote with NVG characteristics and complete additional attachments, including a contractor responsibility verification and combined synopsis solicitation. The primary point of contact for this opportunity is Zach Heidebrink, and the goal is to equip SERE specialists with night vision equipment that matches aircrew standards to improve training effectiveness and mission readiness.

Statement of Need For

60 OSK/OSK (PVS-31A)

Description: The SERE Specialist flight requires the procurement of five (5) PVS-31A units. Currently, we have no working night vision device which greatly increases risk and decreases potential training scenarios and learning outcomes. The PVS-31A's binocular design provides improved depth perception, situational awareness, and enhanced mobility, crucial for navigating challenging terrain and evading training scenarios in darkness. Furthermore, the PVS-31A's superior low-light performance and clarity enable more effective execution of complex tasks, such as map reading, signaling, and medical treatment, which are essential for survival and evasion. Equipping SERE specialists with the same NVDs used by aircrew allows for more realistic and effective training scenarios. This fosters better interoperability, streamlines training processes, and ensures both aircrew and SERE specialists are proficient with the same equipment, leading to improved coordination and overall mission success. It also allows SERE specialists to more accurately replicate real-world scenarios encountered by downed aircrew during training exercises. This is a “brand name or equal” request.
