STATEMENT OF NEED
1. GENERAL: The Neuro Gait and Balance Clinic of Physical Medicine & Rehabilitative Service at the James A. Haley VA Hospital located at 13000 Bruce B. Downs Blvd Building 38 Tampa, FL 33612, has a requirement for a Body Weight Support Treadmill System for Locomotor Training.
2. BACKGROUND: Our current Therastride treadmill used in the Neuro Gait and Balance Clinic is broken and must be replaced.
3. PURPOSE: The new system required will provide Locomotor training which is an activity-based therapy that uses task-specific retraining to take advantage of the spinal cord’s capacity to relearn to stand and step after neurologic injury. The system will also provide closed-loop force feedback system with manually assisted stepping and standing to provide the optimal environment for recovery of standing and walking.
4. SCOPE: James A. Haley Veterans’ Hospital has a requirement for Body Weight Support Treadmill System for Locomotor Training. The contractor shall provide all equipment, materials, installation, and delivery.
5. SALIENT CHARACTERISTICS: The equipment shall meet the purpose described above through the physical, functional, and performance characteristics described below, to enable the Government to provide this type of highly specialized therapy. This is a brand name or equal request.
5.1 Body Weight Support Treadmill System for Locomotor Training Basis of Design: OEM - PowerNeuro Recovery, OEM part number/identifier - PowerStep Quantities: 1 each
Physical Characteristics:
The weight capacity for harness and treadmill up to 400 lbs.
The assembled system/Equipment must fit on an allocated clinic space of no larger than 15 ft X 18 ft.
The basic configuration is straight or inline.
The system’s pneumatic components and controls are integrated into the frame in addition to electrical controls.
The system shall have sound enclosure for excessive noise producing devices such as air compressors.
The system will have its dedicated computer, keyboard and mouse and a stand-alone computer table (all control systems included with the unit and not separate).
Must include a patient yoke and one body harness .
Functional Characteristics:
Treadmill must provide pneumatic axial body weight support (off-loading) from a fixed yoke.
Treadmill must include adjustable /ergonomic clinician seats (not stools) on both sides of the treadmill for facilitation of lower extremities.
Treadmill must include ramp for wheelchair access to treadmill and be wide enough for wheelchair to fit on treadmill in order to position patient under fixed yoke for body weight support.
Treadmill must have clinician control/access for speed, body weight support progression, and emergency stop.
Treadmill must not include passive robotics (robotic assisted patient training device).
The system shall provide for the ability of the clinician to control the amount of body weight support provided to the patient.
The system shall provide system feedback of the actual body weight support provided.
The system shall have the ability to use a “step” mode option to select between adaptability and retrain. The Step mode option allows for adjustment of speed percent parameters based on the patient's kinematics.
The system shall display information during use which the clinicians can evaluate real time during therapy.
6. TRAINING: The contractor shall provide on-site training to Neuro Gait and Balance Clinicians to ensure their familiarity and successful operation of the final installed equipment.
7. INSTALLATION and DELIVERY: The contractor shall be responsible for installation and delivery to be completed within 90 days after receipt of order. All offers shall be FOB destination pricing to the Governments delivery location.
8. PLACE OF DELIVERY: James A. Haley Veterans Hospital, 13000 Bruce B. Downs Blvd, Tampa, FL.
