The Statement of Need Ultra-Compact Excavator Rocky Mountain Regional VA Medical Center 1700 Wheeling Street, Aurora, CO 80045

GENERAL: Rocky Mountain Regional (RMR) VAMC, Facilities Management Service (FMS), 1700 N. Wheeling Street, Aurora, CO, 80045, has a requirement for an ultra-compact excavator to safely dig holes and trenches and allow FMS to provide better and more comprehensive services to RMR grounds and infrastructure.

BACKGROUND: The excavator will be instrumental in underground plumbing and electrical repairs, tree planting, landscape projects, and sidewalk and driveway repairs. It is a safe, precise, single-operator method of providing access to anything that is underground.

· In FY 2023, we hired landscape companies to dig several areas of the irrigation system for repairs and modifications all of which required equipment like or identical to the excavator listed on this request. The total cost for those repairs and modifications to the irrigation system is approximately $60,000, more than twice the cost of the machine in question.

· There are more than 60 trees that need to be replaced on the perimeter of RMR, between the street and the sidewalk. In addition, there are multiple areas that would be greatly enhanced by the addition of trees, specifically inside the fence on the corner of Colfax and Wheeling where every person that drives or walks by gets their first impression of the VA hospital.

· There are some improvements that need to be made to the outdoor plumbing at the SCI garden. Last summer we tried to dig a hole to provide access but were unable to complete the task because of labor constraints and difficulty with the type of clay soil that is prevalent here.

PURPOSE: We chose to specify the Ultra-compact model so that it can fit through all gates and maneuver through tight areas including indoors and elevators to maximize its usefulness.

SCOPE: RMR’s FMS to have an ultra-compact excavator that meets or exceed the functional and performance of the listed salient characteristics in this section. The equipment feature is essential to the technical requirements to meet the need of the government.
