Statement of Need Turf Sweeper/Vacuum Replacement Sheridan VAHCS
1. Purpose: To obtain replacement turf sweepers for the Sheridan VAHCS Grounds crew. These turf sweepers are used to maintain the 200-acre Sheridan VA Medical Center campus.
2. Background: Currently the Sheridan VAHCS Grounds crew uses these turf sweepers to pick up leaves and small branches on our wooded 200-acre campus. The two current turf sweepers are beyond end of life and are experiencing increased breakdowns, which is increasing maintenance costs. These sweepers feature both sweepers and vacuums. Some have an exterior vacuum hose to allow picking up debris out of stairwells and other similar depressions. The ability to pick up small branches is of equal importance to the ability to pick up leaves.
3. Specifics:
Line Item 1: 1EA Self-Propelled Turf Sweeper A. Shall be self-propelled.
B. Shall have 45 HP diesel engine minimum.
C. Shall have a ROPS certified driver’s compartment.
D. Shall have a seatbelt.
E. Shall have fold away side mirrors.
F. Shall have a 60” or greater sweeping head with vertical floating capability.
G. Shall have a debris hopper capacity of 3 cubic yards or greater.
H. Shall have a minimum dump height of 6’.
I. Shall have an inclinometer sensor that prevents the hopper from lifting if the machine is on an unsafe slope.
J. Shall have turf tires.
K. Shall have a curb brush on one side of the machine.
L. Shall have a hose attachment, with at least a 10’ hose, for vacuuming up debris in locations the machine cannot reach.
M. Shall have a sunshade/canopy for the driver.
N. Shall have a warranty repair and parts source location within 2 hours of Sheridan county Wyoming.
O. Bidder shall highlight any product literature provided or otherwise clearly specify how their offered turf sweeper meets or exceeds each requirement above.
Line Item 2: 1EA Pull Behind Turf Sweeper A. Shall be capable of being operated by a 50 HP tractor with a 540 RPM PTO shaft or have its own engine.
B. Shall be capable of collecting debris, verticutting, frail mowing, fraise mowing, and/or dethatching.
C. Shall have a 60” or greater sweeping head with vertical floating capability.
D. Shall have a debris hopper capacity of 5 cubic yards or greater.
E. Shall have a minimum dump height of 6’.
F. Shall have a capability to pick up ¼” diameter and smaller branches in addition to leaves.
G. Shall have anti-scalp rollers.
H. Shall have a remote control or other controls that allow for operation of the sweeper from an enclosed tractor cab.
I. Shall have a warranty repair and parts source location within 2 hours of Sheridan County, Wyoming.
J. Bidder shall highlight any product literature provided or otherwise clearly specify how their offered turf sweeper meets or exceeds each requirement above.
4. Warranty: The turf sweepers and all associated systems shall have a minimum warranty of 1 year.
5. General: Equipment to be delivered to the Sheridan VA Medical Center. FMS personnel will accept the equipment. Contractor shall perform a full functionality test on the equipment to ensure that the equipment is working properly.
