About this file
This is a Statement of Need for the 55th Operations Group dated December 15, 2025, requiring the repair and supply of David Clark Dichotic Headsets. The contractor shall provide 100 David Clark Headsets (Part Number 40941G-01) manufactured by David Clark Company, complete with battery packs and the following components: ENC Headset, Battery Control Modules, Coil Cord Assembly with U-174/U Plug, Coil Cord Assembly with U-77/U Plug, and Headset Carrying Case. No assembly charges are to be applied to the deliverables.
The document justifies sole-source procurement by asserting that no equal items are available to meet the specified requirements, as David Clark headsets are the only noise-cancelling dichotic headsets compatible with U.S. Air Force aircraft, and procurement directly from the manufacturer ensures minimal repair costs. Products must be delivered to the 2nd Floor of Building 527, 105 Grants Circle, Offutt Air Force Base, Nebraska 68113. The point of contact is Jeffrey L. Miller, GS-12, DAFC, reachable at Jeffrey.miller.10@us.af.mil or (402) 232-7419.
