6th ARW Wing PA Mobile Marquee
STATEMENT OF NEED
8 January 2024
1. Overview: The 6th Air Refueling Wing has a need to display messages, notices, videos, and other base-wide information to ensure limited mission interruption and base populace awareness. The sign must be mobile to meet evolving mission requirements.
2. Requirements:
a) Shall be COLOR LED and large enough to be viewed from a max distance of 300'.
b) Shall be 17' wide and 10' high.
c) Must have a 75' or greater shore power plugin (no more than 75-amp connection) cable for multi day use off generator power.
d) Must have on-board integrated audio at a minimum 500W continuous (2200W combined).
e) Must support external microphones (if not integrated into the system).
f) Must support a minimum 1040x624p HD full motion video and no more than 8mm pixel pitch.
g) Entire system (audio, IT, power, and LED panels) shall be weatherproof to be used outdoors for a 90-day period.
a. Must withstand a maximum of 130 degrees Fahrenheit.
b. Must support a minimum 40 mph wind resistance.
c. Entire system must be fully powered by an on-board generator for a minimum of
3 hours per tank when not on shore power.
h) Shall be road legal and towable by a standard truck (cannot weigh more than 10k lbs.) to any location with an improved surface. Include hitch and receiver type.
a. Footprint of trailer cannot exceed 27' L x 8' W x 12' H.
b. Must have leveling jacks on each corner of the trailer for stability.
i) Must support any video and image format a standard US laptop can support.
j) Must support wireless content updates via a cellular wifi connection.
k) Must be black in color to include the trailer.
l) Screen must have the ability to hydraulically lift up to 10' and rotate 360 degrees for optimal viewing while the trailer remains stationary.
m) Must come with a laptop for uploading and displaying content.
n) Must support a minimum of 3 sources using HDMI and SDI inputs.
3. Inherent Services:
Onsite training of all functional parts, maintenance requirements, and operation. Shipping, delivery, and setup to the address listed below. All documentation necessary to legally register the trailer for use on public roads.
