SUBJECT: Statement of Need for Communications Service Monitor
1. Purpose: This memorandum outlines the need for the acquisition of a critical communications service monitor for troubleshooting and diagnostic work needed IAW TI 6600.32
2. Requirements: RAWS technicians must verify the frequency, modulation, power, and voltage standing wave ratio (VSWR) of CM-300 Transmitters. IAW TI 6600.33, RAWS technicians must verify frequency, signal-to-noise distortion ratio, automatic gain control voltage, selectivity, and squelch break points on CM-300 receivers. CM-350 Transceivers require verification of all forementioned parameters.
3. Conclusion: The Viavi CX300 ComXpert is the only standalone piece of diagnostic equipment capable of performing all of the required diagnostics and servicing and would replace multiple aging, cumbersome pieces of test equipment.
