About this file
This is a Statement of Need for the acquisition of one commercial-duty fiberglass Downeast utility vessel to replace an aging response vessel used by NOAA's National Ocean Service, Center for Operational Oceanographic Products and Services (CO-OPS) at the Chesapeake Field Office. The vessel will support installation, maintenance, inspection, repair, and recovery of water level stations, current meter stations, meteorological sensors, and oceanographic instrumentation throughout the Chesapeake Bay, Atlantic Coast, Great Lakes, Gulf Coast, and nearshore coastal waters for the National Water Level Observation Network (NWLON), Physical Oceanographic Real Time System (PORTS), and National Current Observation Program (NCOP). The contractor shall furnish all labor, materials, equipment, testing, documentation, training, transportation, and delivery necessary to provide a complete operational vessel ready for NOAA service.
The vessel specifications require a Downeast-style semi-displacement hull design, 26–30 feet in length overall with minimum 9'5" beam and maximum 30-inch draft with engines raised. Hull construction must feature hand-laid fiberglass with commercial-duty laminate schedule and solid fiberglass bottom construction (cored bottoms prohibited). The vessel must include twin outboard engines (Mercury, Yamaha, or Suzuki) rated at minimum 200 HP each (400 HP total), stainless steel counter-rotating propellers, and a 140-gallon minimum fuel capacity with marine-grade aluminum tanks. Required electronics include twin Lowrance HDS PRO 16 displays, Lowrance Active Imaging HD 3-in-1 sonar, HALO24 radar, weather system, Link-9 VHF communications, and an 8-foot fiberglass antenna. Additional systems must include a Seakeeper 1 gyroscopic stabilizer, 500-pound capacity davit with capstan winch on the port side, hydraulic or electric trim tabs, bow thruster, electric windlass with 22–25 lb stainless anchor, raw water washdown system, removable head, and boarding handles per NOAA specifications. The vessel must be delivered on a 13,000-pound capacity aluminum tri-axle trailer with electric disc brakes and LED lighting (FOB Destination to NOAA Chesapeake Field Office, Chesapeake, Virginia). Testing requirements include a minimum four-hour sea trial demonstrating acceleration, cruise speed, steering, electronics, and stability; full-load davit test at 500 pounds; and stability demonstration with davit at maximum load. A one-year vessel warranty covering hull, structural components, installed equipment, and workmanship with manufacturer warranties transferred to NOAA is required. Final acceptance occurs following delivery inspection, sea trial review, equipment verification, documentation review, and resolution of deficiencies.
