STATEMENT OF NEED - PORTABLE BERTHING TRAILERS for VETERANS HEALTH

ADMINISTRATION’S OFFICE OF EMERGENCY MANAGEMENT

1. TITLE OF CONTRACT: Veterans Health Administration Portable Berthing Trailers

2. BACKGROUND: Veterans Health Administration Office of Emergency Management (VHA OEM) has a requirement to provide shelter capabilities for responders that deploy into austere conditions. Many times, during an incident/event such as a hurricane, local hotels or other berthing options are not available as they are at capacity with other responders or have infrastructure damage. Having these commodities available on hand for responders/providers is essential.

3. STATEMENT OF NEED: VHA OEM has a requirement for two (2) portable berthing trailers that can house ten responders per trailer.

4. BERTHING TRAILER SPECIFICATIONS:

4.1 Type of trailer – berthing trailer. Trailer shall:

4.1.1 Be capable of housing at least 10 personnel comfortably in individual berthing and living areas. No common areas will exist in these trailers.

4.1.2 Have individual entry doors to each bunkroom with an external entry light (patio style lighting) and retractable stairs.

4.1.3 Be equipped with an installed diesel generator appropriately sized to support the unit with a fuel cell and carbon monoxide detector. Have easy access panels for daily maintenance and troubleshooting. The trailer unit must have the ability to be plugged into shore power and have the appropriately sized power distribution boxes installed. The unit will come equipped with enough cable to reach a plug 75 feet away.

4.1.4 Be equipped with an electronic auto leveling system.

4.1.5 Not exceed 45’ in length and be a fifth-wheel type of design for towing behind an appropriately sized pickup truck that will not require a CDL license to transport.

4.1.6 Have a storage area to hold supplies, materials or excess luggage with a slider door to the adjoining bunkroom if no exterior door exists.

4.1.7 Not contain any sinks, showers or water holding tanks.

4.1.8 Come with a full-sized spare tire.

4.1.9 Have an exterior 110-volt receptacle on each side of the trailer for utility use.

4.1.10 Meet all DOT regulations for a camper of this size and have standard electrical hookups for towing.

4.2 Interior of trailer – bunkrooms. Each bunkroom shall:

4.2.1 Have nonporous walls, floors and living surfaces to ensure quick cleaning and that disinfecting is possible. The walls will be laminated with an aluminum/fiberglass interior. The floors will be covered in linoleum or polished aluminum flooring.

4.2.2 Have individual beds no less than 32” x 72” in size and will isolate each occupant with a Z layout of the bunks from one another. The Z layout will allow overlapping sleeping space (one high, one low in separate rooms) separated by walls to maximize bunk layout. Mattresses will be supplied by Contractor.

4.2.3 Have windows with blinds or night shade covers.

4.2.4 Have an emergency light that will turn on in the event of total power loss.

4.2.5 Have a two-plug GFI 110-volt outlet.

4.2.6 Have a small personal refrigerator (1.6 CU FT) and be separately wired.
